BACKGROUND OF THE PROJECT

The purpose of the Ghana Fisheries Recovery Activity (GFRA) is to prevent the collapse of the small pelagic fishery sector in Ghana while improving the supplemental livelihoods, resilience, and food security. This activity seeks to improve supplemental livelihoods and resilience measures for fishing communities, particularly for women and youth; facilitate private sector engagement and market linkages in the fishing sector; strengthen government capacity in policy-making, regulation and enforcement; strengthen improved science and research, including data for policy and management decisions; and empower key stakeholders to effect change.

GFRA is seeking the services of an experienced communications training consultant to provide training for high-level directors of the Fisheries Commission and the Ministry of Fisheries and Aquaculture Development. The consultant will be responsible for designing and conducting a comprehensive communications training program tailored to the specific needs of the Fisheries Commission, and the Ministry of Fisheries and Aquaculture Development

The objective of the consultancy is to:

  • Train officials of the Ministry of Fisheries and Aquaculture Development and Fisheries Commission on strategies to enhance communication within and between the organizations, and with stakeholders.
  • Establish effective channels for receiving feedback from fishers to increase visibility and accountability in the fisheries sector.

DELIVERABLES

   A. Needs Assessment:

  1. Conduct an initial needs assessment to understand the Ministry’s current communication practices, challenges, and areas for improvement within the organizations.
  2. Identify the key stakeholders and their roles in the communication process, including high-level Directors, staff, and fishers.

   B. Training Program Development:

  1. Develop a customized communications training program that is two (2) days long that addresses the identified needs and challenges.
  2. Create training modules that cover topics such as effective internal communication, stakeholder engagement, crisis communication, and feedback mechanisms.
  3. Include practical exercises, case studies, and role-playing activities to facilitate hands-on learning.  

   C. Training Delivery:

  1. Deliver a two (2) day in-person training sessions for directors and officials from the Fisheries Commission and the Ministry of Fisheries and Aquaculture Development. 
  2. As part of the training session, conduct interactive workshops, group discussions, and Q&A sessions to ensure active engagement and understanding.
  3. Provide training materials, resources, and handouts for participants.  

   D. Communication Channels and Feedback Mechanisms:

  1. Advise on the establishment of effective communication channels within the MOFAD and FC organizations to facilitate information flow and collaboration.
  2. Propose strategies for collecting feedback from fishers, including the use of technology, community engagement, and surveys.  

   E. Monitoring and Evaluation:

  1. Develop key performance indicators (KPIs) to measure the impact of the training on communication practices within the organizations.
  2. Conduct post-training assessments and evaluations to gauge improvements in communication skills and practices.

GFRA will finance all training costs. The consultant will provide a detailed budget proposal that includes all costs associated with the training program, including fees, materials, travel expenses for participants , and any additional expenses.

F. Reporting and Communication:

   The consultant will maintain open and effective communication with GFRA throughout the project, including regular progress updates and addressing any concerns or issues that may arise.

G: Reporting and Recommendations:

  1. Provide a comprehensive training report that includes an analysis of training outcomes, participant feedback, and recommendations for sustaining improved communication.
  2. The training report will offer guidance on implementing recommended changes and strategies.

4. Timeline:

   The consultant will finalize all work by February 28, 2024.  The consultant will work with GFRA to establish a training schedule, including dates for the needs assessment, training sessions, and post-training evaluation.

5. Budget:

This Scope of Work is subject to negotiation and agreement between the Ghana Fisheries Recovery Activity and the selected communications training consultant.

Required Skills or Experience

An individual that applies for this assignment must meet the following requirements.

  • Master’s degree in communications
  • Experience delivering communication trainings to high level Government officials
  • Effective communication with stakeholders.
  • Knowledge in communications strategy development
  • Collaborative working style.
  • Ability to produce deliverables in a result-oriented, time-sensitive environment and multiple revisions.
