Job Description

BACKGROUND OF THE PROJECT

The purpose of the Ghana Fisheries Recovery Activity (GFRA) is to prevent the collapse of the small pelagic fishery sector in Ghana while improving the supplemental livelihoods, resilience, and food security. This activity seeks to improve supplemental livelihoods and resilience measures for fishing communities, particularly for women and youth; facilitate private sector engagement and market linkages in the fishing sector; strengthen government capacity in policymaking, regulation, and enforcement; strengthen improved science and research, including data for policy and management decisions; and empower key stakeholders to effect change.

Cutting across all these strategic approaches is the behavioral change approach that GFRA will deploy to ensure that fisheries stakeholders, especially fishers living in and around GFRA sites, adopt sustainable fishing practices, improve handling and production of fish products, and address challenges such as gender-based violence and child labor.  This task order will support efforts to develop communications strategies and products to reduce illegal fishing, address gender-based violence and child labor, promote safe and hygienic handling of fish and promote consumption of safe fish.

OBJECTIVE

The Ghana Fisheries Recovery Activity (GFRA) is seeking the services of a talented muralist to create 10 murals that promote responsible fishing practices and reduce gender based violence (GBV) and child labor and trafficking (CLaT) in the four coastal regions of Ghana: Western, Central, Greater Accra, and Volta Regions. The muralist will be responsible for designing and painting murals at strategic locations within the coastal regions of Ghana. These murals will convey key messages to promote social and behavior change.

STATEMENT OF WORK

   A. Concept Development:

1. Collaborate with fisherfolk, community members, traditional authority and leaders, and GFRA to develop mural concepts that align with the project's goals and objectives
2. Ensure that the mural designs are culturally sensitive and reflect the socio-cultural values of the communities. The muralist will hold engagements with key constituents and stakeholders to ensure this.

   B. Mural Design:

1. Create detailed mural designs that include colors, dimensions, and any special techniques or materials required. The muralist will develop this with inputs from key constituents and stakeholders.
2. Submit design proposals for review and approval by GFRA before commencing painting.

   C. Material Procurement:

1. Source and provide all necessary materials and equipment for mural creation, including high-quality paint, brushes, scaffolding, and safety gear.
2. Ensure that all materials are safe for the environment and comply with local regulations.

   D. Mural Creation:

1. The muralist will identify community members with an interest in painting and execute the final painting with them
2. Paint the approved mural designs on selected walls or surfaces in the four coastal regions of Ghana.
3. Coordinate with local authorities and property owners to obtain necessary permissions for mural installation.
4. Ensure that all murals are of high artistic quality and completed within the agreed-upon timeframe.
5. Take necessary precautions to protect the environment and minimize any negative impact on local communities during the mural creation process.

   E. Maintenance Plan:

1. Develop a maintenance plan with the community members that executed the final painting that outlines how the murals will be maintained, preserved, and restored over time.
2. Provide guidance to the same community members on cleaning and touch-up procedures to ensure the longevity of the murals.

   F. Documentation:

1. Document the mural creation process with photographs and videos.
2. Provide monthly progress reports to GFRA throughout the project.

BUDGET

   The muralist will provide a detailed budget proposal that includes all costs associated with the project, including materials, labor, travel expenses, and any additional fees.

TIMELINE

   The muralist will work with GFRA to establish a timeline for the completion of the project, including key milestones and deadlines.

1. Deliverables and DELIVERABLES SCHEDULE

The contractor shall deliver 10 Murals in 10 GFRA sites adhering to the following deliverables, in accordance with the schedule set forth below.

REPORTING AND COMMUNICATION:

   The muralist will maintain open and effective communication with GFRA throughout the project, including regular progress updates and addressing any concerns or issues that may arise.

EVALUATION:

   GFRA will evaluate the completed murals based on their alignment with the project's goals, quality, and impact on the local communities.

BRANDING, SAFETY AND COMPLIANCE:

The muralist will adhere to all safety guidelines, local regulations, and environmental best practices throughout the project. The work created must adhere to USAID branding and marking requirements, and any other USAID guidelines provided during implementation.

Required Skills or Experience

REQUIRED EXPERTISE

An individual that applies for this assignment must meet the following requirements.

• Artistic skills with a strong portfolio in mural painting.
• Creative abilities to develop visually appealing and culturally relevant designs.
• Project management experience for planning, budgeting, and execution.
• Environmental awareness and commitment to sustainable art practices.
• Effective communication and collaboration skills with stakeholders.
• Cultural sensitivity to incorporate local elements into murals.

OTHER REQUIREMENTS:

• The vendor must be flexible to USAID/GFRA’s feedback and comments.
• The vendor must ensure availability to respond to any queries that may arise during the contract period pertaining to the project.
• The vendor must be able to meet with the USAID/GFRA or community stakeholders within 24-hour notice to discuss designs and updates or any issues or problems that may arise during this contract.
