Consultancy To Design An Online Dashboard (Tracker) For Citizens’ Monitoring Ghana-IMF Program Implementation 

 

Background of the Ghana-IMF Program Implementation Dashboard 
As part of EGP’s implementation of the Citizens Action for Recovery of the Economy II (CARE II) project funded by Oxfam in Ghana, an online tracker/dashboard that will be focused on collating, simplifying and communicating data on key benchmark indicators of the program will be developed and deployed to allow for ordinary citizens to track the course of implementation, level of compliance by government of Ghana to the terms of the ECF and the state of progress towards economic recovery.
 
The dashboard is expected to use graphical presentations and limited but concise text to assess and illustrate progress on all identified indicators. The IMF’s Extended Credit Facility (ECF) and preceding processes have provided prior actions, quantitative and structural benchmarks as milestones for assessing progress and these will form the basis for the generation of tabs to illustrate the indicators.
 
The key objective of the Online Dashboard (Tracker) is to enhance citizens’ engagement and appreciation of what the IMF’s ECF to Ghana entails for economic recovery from the current crisis.
 
Specifically, the Dashboard is aimed at achieving the following objectives;
  • Allow citizens to easily follow the path towards economic recovery, 
  • Enhance timely information sharing, transparency and accountability in the implementation of the ECF as well as 
  • Allow for open feedback from citizens to enhance participation in policy reform.
Target Audience and Stakeholders  
The Dashboard should be structured and tailored for easy communication with both lay citizens and technical audiences such as academia, donor partners, multilateral and bilateral partners, private sector actors etc.
 
Expected Outcomes
The Dashboard is expected to be a user friendly (easily navigable) platform that allows for regular updates. It is expected to be linked to or hosted by EGPs website with linkages to all EGP’s Social Media handles. The platform will serve as the information hub on the IMF’s ECF for Ghana for all stakeholders, especially ordinary Ghanaian citizens.
 
Purpose of the Consultancy 
To design an interactive online platform to host the Dashboard on the implementation of the IMF-Ghana ECF program. The platform should be able to all aspects of the platform including reports and allow for easy search for information. The technical details of the key functionalities of the website is to be agreed with the consultant during the assessment of suitability of applicants. A workplan will have to be submitted prior to work commencement.
 
Among others, the consultant will be responsible for;
  • Conceptualizing creative ideas with EGP Team especially project manager. 
  • Testing and improving the design of the website. 
  • Establishing design guidelines, standards, and best practices. 
  • Maintaining the appearance of the website by enforcing content standards. 
  • Designing visual imagery for the website and ensuring that it is in line with recognized standards. Incorporating functionalities and features into the website as suggested by project stakeholders. 
  • Preparing design plans and presenting the website structure, etc.

Initial payment of 40% will be made following the submission of workplan and details of the website’s functionalities.

Time Frame
Duration:  The TOR is expected to be agreed and contract signed by 30th Dec 2023 and Dashboard ready by 10th February, 2023. 

 

Required Skills or Experience

Consultant Profile 
We are looking for an experienced website designer/developer who is capable of using different content management tools and able to create an interactive and a user-friendly website. 
 
The consultancy will be distributed over one months with key moments as described above. 
 
The consultant should have demonstrated skills and knowledge in the following areas:
Essential 
  • A degree or relevant professional qualification in ICT with a proven track record in website designing
  • Proficiency in graphic design software including Adobe Photoshop, Adobe Illustrator, and other visual design tools. 
  • Proficiency in front-end development web programming languages such as HTML and CSS, JQuery, and JavaScript. 
  • Good understanding of content management systems. 
  • Good understanding of search engine optimization principles. 
  • Proficient understanding of cross-browser compatibility issues. 
  • Excellent visual design skills. 
  • Up-to-date experience with international web protocols, standards, and technologies. 
  • Excellent communication skills.
Desirable 
  • Experience of working in Ghana and ideally established connections with state agencies, financial institutions and donor agencies. 
  • Experience of working with and/or knowledge of Civil Society 
Payment Terms 
Payment will be done in 3 installments 
  • 40% upon submission of the final proposal and signing of agreement 
  • 30% upon submission of prototype website 
  • 30% balance on acceptance of final report
