REQUEST FOR PROPOSALS

SELECTION OF VENDOR TO DEVELOP AN OPERATING STRUCTURE FOR AGRICULTURE INSURANCE FUND (AIF) UNDER THE NATIONAL INSURANCE COMMISSION (NIC) - LINK-RFP-GHANA -2024/0001

Policy LINK, in collaboration with the Global Shield Solutions Platform (GSSP), International Labor Organization (ILO) and United Nations Environment Programme Finance Initiative V20 Sustainable Insurance Facility (UNEP FI-V20 SIF) and other development partners, is seeking the services of a consultancy firm to design the operating structure of the Agricultural Insurance Fund (AIF) for the National Insurance Commission (NIC) in coordination with the Agricultural Insurance Fund Committee (AIFC) with support from Policy LINK.

Objective of the Assignment

The key objective of the AIF is to provide premium subsidies, among others, for agricultural insurance to ensure sustainable agriculture and to provide risk mitigation to farmers impacted by climate change such as extreme weather events, pests, and diseases, which can adversely affect crop yields and farmer livelihood, as well as national food security.

The Consultancy Firm will work under the supervision of the Agriculture Insurance Fund Committee (AIFC) with technical guidance of the National Insurance Commission (NIC), with support from Policy LINK, in the design and the implementation of a national agriculture insurance scheme for farmers in Ghana. The consultant will also work closely with the following:

1. Ghana Insurers Association
2. Non-life insurance companies
3. Ministry for Food and Agriculture
4. Ministry of finance
5. Bank of Ghana
6. And other relevant stakeholders such as GIRSAL.
7. Technical Management Unit, GAIP
8. Global Shield Solutions Platform
9. International Labor Organization (ILO)
10. United Nations Environment Programme Finance Initiative V20 Sustainable Insurance Facility (UNEP FI-V20 SIF)
11. Other Development Partners involved in Agriculture/ Agriculture Finance

Evaluation of proposals

Required Skills or Experience

Consultancy firm should consist of a lead consultant and 2 consultants having the following qualifications.

1.1.Academic and Professional Qualifications (Lead Consultant) –

1. A master’s degree in agriculture, agriculture insurance, agriculture finance, agriculture economics or relevant fields.
2. Certification in insurance will be an advantage.
3. Certification in finance and risk management (FRM, CFA etc) will be an advantage.

1.2.Academic and Professional Qualifications (Consultant/s) –

1. A bachelor’s degree in agriculture, agriculture insurance, agriculture finance, agriculture economics or relevant fields.
2. Certification in insurance/finance will be an advantage.
3. Excellent MS suit skills including MS Word, MS Excel, MS PowerPoint etc.

1.3.Experiences (Lead Consultant) –

1. At least 10 years’ experience working in Agricultural Insurance/ Finance Space.
2. Excellent understanding and prior experience of working in non-life insurance industry in Africa.
3. Prior experience of formulating governance structure of agriculture insurance fund/schemes.
4. Provide proof of your experience in effectively engaging with a wide range of stakeholders in difficult situations.

1.4.Experiences (Consultant/s) –

1. At least 5 years’ experience working in Agricultural Insurance/ Finance Space.
2. Excellent understanding of regulatory requirements for Insurance/ Finance Sector in Ghana.
3. Provide proof of experience in engaging with a wide range of stakeholders in difficult situations.

1.5.Competencies (Lead Consultant and Consultant/s) –

1. Excellent knowledge and skills of reading, report writing and speaking in English.
2. Knowledge and ability to use computer for research and report writing.
