TERMS OF REFERENCE
CAPACITY BUILDING OF SEND GHANA STAFF ON GENDER,  HUMAN RIGHTS AND HIV/AIDS IN GHANA

 

Summary of Services Required
SEND GHANA is seeking the services of a consultant to strengthen the capacity of its Staff on gender, human rights, and HIV/AIDS. The ultimate purpose of this assignment is for satff to be able to improve their skills in working with persons living with HIV/AIDS, Tuberculosis  Patients (TB) and Key Population (KP) to reduce stigma and discrimination  and  improve quality health  services  and care accessed  by them.

Background
SEND GHANA is implementing a USAID funded Community-Led Monitoring (CLM) Activity for HIV services. The project falls under the United States President's Emergency Plan for AIDS Relief’s (PEPFAR).  The PEPFAR guidance for the Regional Operational Plan for FY23 (ROP22) emphasise two overarching principles for programming: HIV-affected populations are provided continuous, quality, and person-centred services, and HIV response measures should be an independent, routine, local community-led monitoring efforts to improve the accessibility and quality of services. 

The aim of the CLM Activity is to promote the delivery of quality HIV services, institutionalize equity and responsiveness to the needs of persons living with HIV/AIDS and TB, and strengthen transparency and accountability at the community level.

The national prevalence rate of HIV among adults (15-49 years) is 1.66%.  However adult living with HIV  in two of the CLM  regions is higher than national prevalence rate  : Western North 1.94%, and Ahafo Region 1.68%. The most worrying trend is that   HIV/AIDS incidence in  Ghana is  highly feminised.  Of 357,696 PLHIV population, 67.63% are women while men account for 32.94%.   SEND Ghana therefore intends to capacitate its staff to increase their adeptness in integrating gender, human rights, and HIV/AIDS programming.

Objectives of the Assignment
The specific objective is to strengthen the analytical capacity of SEND Staff to implement gender and human rights responsiveness advocacy strategies to empower persons living with HIV and TB and  their societal allies to resist stigma and discrimination and demand improved quality health services and care.  

Scope of Work
The scope of the assignment is to build analytical capabilities  of SEND staff to be able  to: a) conduct gender analysis of HIV/AIDs incidence  and service delivery  and use the insights gained to develop gender responsive strategies, b) acquire skills to identify and analyse the different forms of stigma and discrimination against PLHIV, KPs and TB patients, and c) equip  with skills  to  develop appropriate  advocacy strategies to support PLHIV, KPs and TB patients to  defend their human rights. 

Methodology 
The consultant is expected to use participatory methodology in planning and implementing this   2 days’ workshop. The workshop methodology should be elaborated in the expression of interest letter 

Deliverables of Consultant

  • Hold a meeting with the SEND team for a debrief on the CLM activities and discuss the Terms of Reference (TOR).
  • Inception report outlining the processes, methodology, scope, and work plan/timelines required to conduct the assignment. 
  • Produce training materials, resources, and guidelines for SEND’s review and feed
  • Deliver a 2 days training workshop for 20 participants 
  • Prepare and submit for comments a draft report.
  • Final comprehensive report on the entire process.

Duration
Five  (5) days from date of engagement.

Coordination and Management of Consultancy 
The oversight of the consultancy will be under the supervision of the Chief of Party for the CLM Project.

Required Skills or Experience

  • Advanced degree in Social Sciences, Gender, Public Health, or related fields.
  • Demonstrated experience in developing training materials and resources and conducting training programs on PLHIV, KPs and TB.
  • Knowledge of HIV-related Gender and Human Rights in Ghana. 
  • Strong interpersonal and communication skills.
  • Ability to work collaboratively with diverse stakeholders.
  • Proven track record of delivering high-quality results on time and within budget.
  • Experience in working with USAID partners in gender and human rights and being  a woman and persons with disability applicant  will be an  added advantage
