BACKGROUND OF THE PROJECT

The Ghana Fisheries Recovery Activity (GFRA) aims to prevent the collapse of the small pelagic fishery sector in Ghana while improving the supplemental livelihoods, resilience, and food security. This Activity seeks to improve supplemental livelihoods and resilience measures for fishing communities, particularly for women and youth; facilitate private sector engagement and market linkages in the fishing sector; strengthen government capacity in policy making, regulation, and enforcement; strengthen improved science and research, including data for policy and management decisions; and empower key stakeholders to effect change.

The Gender, Inclusion, and Safeguarding Officer (GISO) will contribute to promoting gender equality, preventing child labor and trafficking (CLaT), and ensuring the safety and well-being of all individuals affiliated with the Ghana Fisheries Recovery Activity (GFRA). This includes implementing policies and procedures related to gender equality, supporting efforts to prevent CLaT, preventing and responding to harassment, abuse, and exploitation, and fostering a safe and inclusive environment for project staff, partners, and beneficiaries. The successful candidate will work closely with GFRA Gender Equity and Social Inclusion (GESI) Advisor and GFRA Team Members to integrate gender, CLaT, and social inclusion issues throughout GFRA’s five (5) strategic approaches.

RESPONSIBILITIES AND MAIN TASKS

Under the Leadership and guidance of GFRA’s GESI Advisor, the GISO will perform the following responsibilities-

  1. Support GFRA’s GESI Activity Implementation
  • Contribute to Team workplanning and reporting, ensuring that gender, CLaT, and safeguarding are effectively integrated.
  • Support GESI integration into fisheries management processes and institutional partners.
  • Support implementation of activities to strengthen fisheries constituencies, particularly women and youth.
  • Lead site level implementation of Gender Based Violence and CLaT activities
  • Support trainings and capacity building for staff and partners
  • Contribute to developing tool kits, training materials, learning products, and other resources on gender
  • Monitor and evaluate the effectiveness of gender equity initiatives.
  • Work with MEL Team to collect and analyze data to inform gender strategies and policies
  • Initiate partnerships, strengthen relationships, and maintain cordiality with fisheries constituencies, Metropolitan, Municipal and District Assemblies (MMDAs) and traditional authorities, in support of GFRA objectives
  • Support fisheries communities to initiate and implement local actions to address inequities in fisheries management

B- Ensure a Robust Safeguarding System

  • Ensure all GFRA safeguarding policies and procedures are up-to-date and compliant with relevant regulations
  • Support grant making and due diligence processes and ensure potential grantees have capacity to implement programmes in compliance with safeguard protocols
  • Work with Technical Leads and Grantees to establish monitoring processes to mitigate the impact and prevent the occurrence of SEAH and abuse of all kinds
  • Mitigate risk and facilitate secure reporting of violations when they occur
  • Train staff, grantees and beneficiaries on safeguarding policies and procedures
  • Provide ongoing education to ensure understanding and compliance
  • Conduct regular risk assessments related to safeguarding
  • Develop and support the implementation of mitigation strategies to address identified risks
  • Monitor compliance with gender and safeguarding policies and protocols
  • Maintain clear reporting mechanisms for gender and safeguarding issues
  • Participate in networks and forums to share best practices and stay informed on new developments

REPORTING LINE

The Gender, Inclusion, and Safeguarding Officer will report to the Gender Equality and Social Inclusion (GESI) Advisor and work closely with other units to implement and monitor gender, CLaT, and safeguarding initiatives.

Required Skills or Experience

  • Advanced degree in social sciences, gender studies, human rights, or a related field
  • Minimum of 5 years of experience in community development, partnership management, gender and safeguarding roles
  • Basic knowledge of national and international gender and safeguarding standards
  • Experience implementing development projects, preferably those funded by USAID or other large donors
  • Excellent communication and training skills
  • Ability to handle sensitive information with confidentiality and professionalism
  • Appreciation of Ghana’s Fisheries Sector is a plus

LANGUAGES: Advanced level in English. Proficiency in coastal languages is added advantage.
