Resilient Ecosystems and Sustainable Transformation of Rural Economies (RESTORE) (2022-2027) – FINANCED BY USAID

Terms Of Reference For A Communications Consultant - Ghana

BACKGROUND
The Rainforest Alliance is an NGO that operates at the intersection of Nature, people, and businesses, to address sustainability issues at the farm and commodity supply chains, as well as communities and landscapes.

One of our current projects, the Resilient Ecosystems and Sustainable Transformation of Rural Economies (RESTORE) is funded by USAID in partnership with the Olam Food Ingredients (OFI). The five-year project (2022-2027) seeks to demonstrate a scalable model for community-led governance, natural resource management (NRM), biodiversity conservation, climate change mitigation, and resilience that aligns with the government priorities in cocoa production landscapes of Côte d’Ivoire and Ghana.

The project has an approved communications plan which covers project’s activities. RA is currently seeking an individual or agency to serve as  Communications Consultant for the RESTORE project.

SCOPE OF WORK
The communications consultant will be responsible for the following tasks based on the RESTORE communication plan:

  • Create engaging and impactful communication materials, including but not limited to, press releases, newsletters, success stories, and social media content following RESTORE Branding and marking Plan recommendations.
  • Coordinate media outreach and field activities with project beneficiaries within project areas to disseminate project updates and achievements effectively.
  • Organize media engagement centred around events workshops whiles writing occasional press release for key activities.
  • Monitor and evaluate the effectiveness of communication activities, adjusting strategies as needed to ensure maximum impact.
  • Collaborate closely with project teams, partners, beneficiaries, and relevant stakeholders to ensure coherence and consistency in messaging

- A proposed list, developed in collaboration with the project team, of target communities to be surveyed in the targeted project areas, a list of organizations to be surveyed (including key government agencies, co-operatives, business development service providers, private sector partners, etc.)

- A protocol and/or guide for carrying out the interviews, including a list of proposed questions to guide surveys, individual interviews, targeted group discussions, also considering mixed group discussions.

- A methodological guide with the devices and tools that will be used for data collection and the way in which the data collected should be analyzed.

- The script for each theme of the success stories identified.

- success stories written in editable format and according to the format and design recommended by the project team

3.Videos montage and Blog

- Use of start-up kits by women from VSLAs (GH)

- Use of start-up kits by young people in LMBs (GH)

- Off-farm planting with communities members (GH)

-LMB led activities or LMB engagements in the landscape

- A proposed list, developed in collaboration with the project team, of target communities to be surveyed in all project areas, a list of organizations to be surveyed (including key government agencies, co-operatives, business development service providers, private sector partners, etc.)

- A protocol and/or guide for carrying out the interviews, including a list of proposed questions to guide surveys, individual interviews, targeted group discussions, also considering mixed group discussions.

- A methodological guide with the devices, equipment, and tools that will be used for data collection.

- The script for each theme of the video montages identified.

- Raw videos and photos

- Edited videos in with subtitles in French and English of less than 4 minutes (with voice-over depending on the context) in the format and design recommended by the project team.

TV/Radio engagements

At least two (2) strategic media campaigns organized on radio or TV reaching at least 400000 target audience within the landscapes/country/globally

INSTITUTIONAL ARRANGEMENT AND COORDINATION
The manager landscapes and communities Program will lead the consultancy and coordinate all activities with the consultant. Backstopping support will be provided by the RA Communication Manager of Africa, the Ofi Cocoa Communication Manager, the Chief of Party, RESTORE MEL Manager. Rainforest Alliance will provide all necessary documents relating to the RESTORE project. It will also provide the necessary letters of introduction to facilitate the consultant´s access to the relevant target population and other relevant stakeholders. RA will not, however, provide transportation to project sites or any other  in-kind support.

PLACE, LEVEL OF EFFORT AND DURATION 
The scope of this study will be in Ghana specifically  in the Sui River Landscape located in the Western North Region. The Sui River Landscape consists of four districts, namely Sefwi Wiawso Municipal Assembly, Bibiani Anhwiaso Bekwai Municipal Assembly, Bodi and Akontombra District Assemblies. 

The consultancy will take 180 calendar days to complete.

GENERAL TERMS AND CONDITIONS FOR REQUEST FOR PROPOSAL

  • Proposals and/or any additional information received after the submission time and date are subject to rejection by RA. Incomplete proposals may be rejected by RA at its discretion. 
  • RA reserves the right to request additional information at any time during the procurement process.
  • RA is at liberty to make multiple or no selections as part of the proposal process. RA also reserves the right to cancel the procurement process. 
  • All proposal costs shall be borne by the applicant and will not be reimbursed by RA.

Required Skills or Experience

The Consultant or Consultant Firm should have the following qualifications and credentials:

  • Proven experience in implementing communication strategies for international development projects funded by international organizations like UNICEF, AFD, ONU Femmes, etc, especially USAID, preferably in the agriculture (Cocoa sector) or environmental sector.
  • Excellent writing skills with the ability to convey complex information clearly and compellingly.
  • Strong interpersonal and networking abilities to effectively engage with diverse stakeholders.
  • Able to work with technical and administrative staff of international organizations.
  • Able to work with senior officials of the government and social partners.
  • Familiarity with media relations.
  •  Experience with delivering high-quality products respecting budgets and deadlines.

Selection Criteria:
A Combined Scoring method will be used. The Communication Proposal will be given a 70% weight and the price offer in the detailed budget weighted at 30%. The Communication Proposal will be weighted as follows:

  • Quality of Communication Proposal submitted
  • Cost
  • Proven strong experience and previous works done
  • Relevant technical certifications/expertise/tenure
  • Ability and availability to commence work immediately
  • Disclosure of conflict of interest
