INTRODUCTION 
Catholic Relief Service (CRS) is a faith-based international development organization. CRS Ghana was established in 1958, a year after Ghana gained independence. In Ghana, CRS works with local partners to tackle poverty on several fronts including improving health and nutrition; increasing access to safe water and improved sanitation and hygiene practices; promoting agriculture to enhance food security; and increasing financial assets through Savings and Internal Lending Communities. Currently, CRS is implementing several projects including the Rural Emergency and Transport Services (REST 4D) Project, Developing Acute Care and Emergency Referral Systems (ACERS), Action for the Protection and Integration of Migrants in Africa (APIMA) Project under Youth Livelihood Program, and Ghana Extension Systems Strengthening Project (GESSiP). 
 
CRS with funding from the Water Access Now (WAN) is implementing the Improving Water Access in Northern Ghana (IWANG) project. The IWANG project seeks to improve coverage of water access to schools, health facilities and communities across targeted districts in Northern Ghana.  Therefore, CRS Ghana seeks to engage the services of a contractor to undertake to construct a solar powered limited mechanized water system (equipped with smart TAPS) and train caretakers for the operation and management of the facility.
 
BACKGROUND
Since 2007, Water Access Now (WAN) and Catholic Relief Services (CRS), in collaboration with the local government authorities, have supported over 250 health facilities, schools and communities to gain access to safe drinking water in the Northern, Upper East, Upper West and Oti Regions of Ghana. To date, WAN has provided funding to support the provision of safe water supply through the construction and rehabilitation of boreholes, including limited mechanized boreholes, and rainwater harvesting systems for deprived communities.

More funds have again been made available by WAN in 2024 for the construction of an estimated 15 new boreholes and 1 limited mechanized water system (LMS) for some deprived schools, health facilities and communities at Zabzugu, Kpandai, Tano North and Bunkpurugu Nakpanduri, and Yunyoo Nasuan Districts. The interventions will contribute to improving the health and wellbeing of about 10,000 rural children and adults in communities, schools, and health facilities in the project areas and contribute to the accelerated achievement of the SDG 6, by 2030. 

The provision of safe water hinges strongly on protection of the water from source to the point of use for improved WASH behaviors in homes, schools, and healthcare facilities. As a result, the project seeks to conduct hands-on trainings to Water and Sanitation Management Teams (WSMTs) to ensure effective management and sustainability of the community water systems and water points. 

CRS Ghana is thus pleased to issue these terms of reference to engage competent contractors for the construction of 1 No. solar powered limited mechanized water system (equipped with a smart TAP) in the Zabzugu District of the Northern region.

2. Specifications for Borehole Drilling and Construction (see Annex A)
 
Scope of Work and Activities
 
The Contract is for the construction of a solar powered limited mechanized water system equipped with smartTAPS and training of caretakers to manage the facility.
 
The assignment will include, but not necessarily be limited to the following activities:
  • Liaise with CRS to be introduced to the school /community committees, local community leadership and government representatives in each target community/school/health facility and District.
  • Liaise with CRS project staff, as well as communities, schools, health centers and the District Environmental Health and Sanitation Officers of the District Water and Sanitation Teams to confirm sites for construction before commencement of works. Obtain clearance from CRS on selected worksite before commencement of construction.
  • Make and discuss preliminary designs with CRS technical staff, consultant, beneficiary schools/health facilities/communities and assessment the ground conditions and user preferences to inform siting and design modifications.
  • Complete the test pumping, water quality analysis, constructions and installations (WHO/GSA recommended parameters and guidelines for drinking water), etc. as per the attached Technical Specifications-Annex I.
  • Install smartTaps and all ancillary and train caretakers. (Details of smartTAP at ANNEX II 10.4)
  • Carry out quality testing and inspection on blocks, concrete works, and all other materials.
  • Consult on a regular basis the CRS technical team and coordinate with beneficiary community/school/health facility committees, community representatives and government agencies to ensure quality standards and specifications, and stakeholder expectations are met.
  • Maintain all safety standards and comply with Environmental Management Plan, as detailed in the Technical Specifications
  • Ensure adequate supervision in all stages of the construction. 
  • Brand completed facility with appropriate information and design as specified by CRS 
  • Training caretakers for the management if the system. 
  • Conduct hand-over for inspection and approval by an inspection team made of district technical staff, CWSA representative and staff of CRS.
TIME FRAME AND REPORTING
  • The time frame to complete the entire lot of Boreholes fitted with hand pumps is 6 months (i.e., from 15th July 2024 to 10th December 2024). 
  • Contractor must submit a work plan at least one week before commencement of work (i.e., before moving to site).
  • Contractor must submit progress report on work done by the 25th day of every month, with progress on each borehole in the format as indicated in Table 3. The report may include photographs of the extent of works done on each borehole in the report.

Required Skills or Experience

BID REQUIREMENTS 
To submit a bid for this contract, each bidder is required to provide a minimum of the following:
  • Specification of Company name, Lot number(s) and description. A separate bid must be packaged with appropriate labeling for each Lot.
  • All legal documents specified in the Bid Data Sheet (section 8)
  • Previous works of similar nature in the last 5 years (2019 to date), indicating location and references, with proof of award and/or completion (completion certificates, award letter, agreements, payment certificates, payment advice, etc.)
  • Equipment holding with proof of ownership. 
  • o LMS contractors: Minimum of 1 no. each of pumping test equipment (generator, submersible pump, water level indicator), Pump and Gauge (for pipeline testing), pickup or site truck, tipper truck, concrete mixer.
  • Bill of Quantities (BOQs) with detailed description of costs
  • Methodology (describing approach to deploy all materials and labour to complete work within agreed timeline). Method statement and material schedules will also be accepted.  
  • Detailed Work Plan for the execution of works (with start and end dates)
