Job Description

PURPOSE:
To supervise all MF activities of an area
 
MAJOR RESPONSIBILITIES:
Branch visit: 
  • Visit all the branches within the Area every week.
  • Visit at least one group and reconcile passbooks while visiting each branch. 
  • Verify and sign off schemes of loans approved by BMs, weekly collection, cash certificate, physical cash, bank statement, DCR, cashbook, bill voucher during branch visits. If anomalies are found in the bills, he/she should ask for explanations from the Branch Manager and give appropriate advice for amendments. If major irregularities are found s/he should initiate appropriate actions. 
  • Visit at least 3 current and 3 late overdue borrowers and ensure that overdue payments are retrieved from defaulter clients. 
  • Analyze trend reports and give feedback to BM. 
  • Review audit &monitoring reports and instruct BM to prevent irregularities from repeating. 
  • Review target and achievement reports and prepare plan to reach the target.
  •  Write observations, Comments and feedback in the feedback register and guide BM to make follow-up of those suggestions. 
  • Ensure that Credit Officers and BMs are following-up on the recovery of written off loans. 
Check office documents: 
  • Verify admission forms, minutes of monthly meetings, attendance register, leave applications, leave register and movement register.
Staff related: 
  • Conduct meeting with all program staff.  
  • Ensure that all staff are abreast with microfinance operational procedures and MF Operational Manual. 
  • Meet with Branch Manager during field visits to discuss challenges.
  • Resolve staff issues if any, raise staff requisitions and propose staff transfer.  
  • Provide guidance to the staff to improve performance. 
Administrative: 
  • Ensure good working conditions (neatness and cleanliness) of office.
  • Maintain effective communication with local administration. 
  • Conduct meeting with all staff each month. 
  • Initiate legal actions against corrupt staff through Legal and compliance manager. 
  • Take general supervisory roles for all programs operating in the Area.
Client Satisfaction and Outcomes management related: 
  • Make sure all MF staff adhere to the code of conduct for Microfinance staff and treat clients respectfully.  
  • Ensure best quality service to clients, at the field and at the branch offices. 
  • Follow up client’s complaints/concerns/opinions on branch visits and take appropriate measures and recommend changes. 
  • Review client’s poverty profile and geographic targeting to ensure that client targeting is aligned with BRAC’s mission 
  • Review client level outcomes data periodically against targets and recommend changes as required.
Safeguarding responsibilities: 
  • Establish a safeguarding culture across all level of the programme by implementing the safeguarding policy. 
  • Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Responsible to ensure team members are appropriately trained, supported and have access to resources regarding issues that are identified and actioned in accordance with the safeguarding policy and procedure.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Required Skills or Experience

EXPERIENCE (Including sector/industry):
  • Preparations of Cash and Bank transaction, Cash Requisitions, Cash Certificates and bank Reconciliation statements.
  • Knowledge in application Microsoft Word, Microsoft Excel.
  • Experience: At least 3 years of Experience working in Microfinance/financial Institution.
KNOWLEDGE, SKILLS & COMPETENCIES:
  • Computer knowledge on MS World, MS Excel and Internet 
  • Effective communication, Writing and reporting skills in English
  • 3 years working experience as a Manager of Microfinance.
SPECIFIC EDUCATIONAL/PROFESSIONAL QUALIFICATION:
  • Degree/Masters Concentration / Major
  • Related Discipline
