Job Title: Procurement Manager |
Duty station: Accra, Greater Accra |
The Procurement Manager is to deliver the strategic and operational goals of the procurement function. This role ensures the unit provides efficient, effective, and quality management of procurement services. This includes technical support and mentoring to various locations and Field Office staff. Regular analysis is required to inform workflow processes and subsequent improvements. The Procurement Manager is also responsible for ensuring goods and services are sourced transparently, considering value for money and in compliance with CARE, donor, and government regulations. S/he ensures collaboration and coordination with Country program teams and other departments for effective program implementation and is required to keep up to date with developments in the sector, including best practices in-country and internationally to ensure the Country Office (CO) is well aligned with changes in the market.
The Procurement Manager will report directly to the Assistant Country Director/Program Support and will be stationed in Accra, Greater Accra Region.
KEY RESPONSIBILITIES OF THE ROLE
Procurement Planning, Management, and Reporting
- Supports various teams to prepare annual procurement plans, consolidates procurement plans received from various teams (programs, program support, and Field offices), and monitors their implementation.
- Develops and delivers capacity-building plans based on country-specific procurement periodic assessments.
- Coordinates the submission of procurement plans by all projects in the CO and consolidates the plan.
- Prepares and submits monthly procurement and supply chain management reports to the line manager and provides weekly procurement status reports to relevant staff.
- Ensures that procurement data are timely analyzed and used for budget holders for accurate/informed decision-making.
- Analyses industry trends and evolving technology to proactively identify supply-based issues, minimize risks, ensure continuity of supply, and identify emerging vendors in the markets.
Leadership and Management of the Country Office Procurement Function
- Ensures that CARE Ghana is provided with the procurement management, analysis, and support necessary to accomplish its strategic objectives.
- Leads the procurement department in effective and efficient procurement planning and management of resources.
- Ensures proper staffing/recruitment to enable the procurement team to manage CARE's resources efficiently and works with the program team to assign procurement department staff to support each project appropriately.
- Manages the procurement team towards high standards of performance through clear roles and responsibilities, ongoing feedback, and appraisals. Proactively addresses performance issues through timely constructive feedback and coaching.
- Ensures field office staff are technically supported and mentored to fulfill all procurement services.
- Leads continuous improvement of the procurement function.
Strategic Sourcing of Goods and Services
- Analyzes industry trends and evolving technology to proactively identify supply-based issues, minimize risks, ensure continuity of supply, and identify emerging vendors in the markets.
- Maintains market information for effective use of costs/prices for proposal development and day-to-day operation.
- Develops differentiated purchasing strategies for goods and services.
- Leads the identification of vendors and assesses performance to ensure the organization has an effective/optimal mix of vendors.
Policies, Procedures, and Systems
- Implements policies, procedures, and operational systems that ensure smooth running of CARE's procurement system and the delivery of an excellent standard of customer service by the procurement team.
- Maintains up-to-date knowledge of relevant CARE, donor, and government procurement-specific policies, procedures, and statutory requirements, including keeping abreast of any changes (e.g., in tax laws, labour laws, etc.) and ensuring they are adhered to.
- Monitors the relevance of existing policies, procedures, and systems to identify areas for improvement, striving for greater efficiency; takes corrective actions as appropriate, referring to leadership and accountable managers.
- Ensures all required internal controls are in place and followed and continuously identifies ways of strengthening systems to minimize fraud-related risk.
- Ensures all offices have well-constituted procurement committees so that there is consistent application of decision-making within all committees.
Required Skills or Experience
Knowledge
- Strong understanding of various donor policies and procedures related to procurement.
- Knowledge of local markets and both local and international procurement regulations.
- Excellent analytical, negotiation, and communication skills.
- Ability to take initiative to address difficulties encountered in daily work and adapt or change priorities.
- Customer-oriented, both internally and externally.
- Proven language proficiency in written/spoken English.
Experience
- Minimum of 6 years of relevant procurement management experience, with at least 5 years in an international organization in a similar role handling both local and overseas procurement.
Education
- Required: Bachelor's degree in business administration, procurement/purchasing, logistics or equivalent.
- Desired: Master’s degree in business administration, procurement/purchasing, logistics or equivalent.
- Relevant professional qualification in Procurement and/or Supply Chain Management (CIPS qualification or equivalent is preferred).
