Job Description
The Project Officer is responsible for planning, coordination and implementation of project interventions ensuring the highest standards of the Korean International Cooperation Agency (KOICA) funded “Quality and Inclusive Early Childhood Education Services for All Children Phase 2” project. The position holder also captures or produces and shares best practices/strategies, successes, challenges, lessons learnt and results of the project. She/he will ensure active involvement of project stakeholders in the project planning and implementation.
Key Responsibilities
A. Project Planning and Implementation – 40% of Time
- Ensures appropriate community level/ district level planning of the project in a participatory way involving relevant government offices, communities, partners’ and the organisation’s staff and responsible development actors.
- Develop and implement plans for the successful completion of project
- Follows up and ensure timely implementation of anticipated risk mitigation strategies pertinent to project.
- Support the Partner Program Manager to develop annual project plans and budgets
- Ensure the participation of girls, boys, women and especially men in early childhood education services.
- Follows up and facilitate the implementation of field level activities that ensure sustainability of the project results
B. Development and Implementation of MELKS Plan – 10% of Time
- Work closely with the MELKS Officer on the development of the QAIECE 2 project Performance Monitoring and Evaluation Plan including performance measurement framework.
- In collaboration with the MELKS Officer, facilitates the conduct of project baseline survey, midterm survey, end-line survey and evaluation within planned time-frame and expected quality.
- Ensure project performance and results are properly tracked and communicated.
- Organize project review meetings with guidance of Partner Program Manager.
- Ensure the implementation of monitoring findings/recommendations and report the status for further follow up or action.
C. Capacity Building - 10% of Time
- Ensure project capacity building activities are properly planned and implemented
- Coordinate, track project activities and provide feedback to assist in technical and managerial issues.
- Ensure community volunteers are well trained on relevant project interventions they lead.
D. Stakeholder Engagement – 20% of Time
- Ensures active involvement and proper function of stakeholders in the implementation and participation at municipal and community level structures.
- Ensures close working relationship with concerned government offices.
- Fosters effective working relationships with project stakeholders, donor and relevant government bodies and partner NGOs.
- Ensure the implementation of activities that have positive effects and activities that prevent and mitigate potential negative effects of the project.
D. Reporting and Documentation – 20% of Time
- Prepare and submit monthly, quarterly, semi-annual and annual project reports to Partner Program Manager.
- Ensure proper documentation of the project interventions.
- Identify and document key learning/ lessons in the process of project planning, and implementation, and share the same with the project staff and other project stakeholders.
- Follow up on the implementation of monitoring findings/recommendations and report the status for further follow up or action.
- Work collaboratively with Project Team to strengthen integration and cross learning.
- Support Partner Program Manager to organize donor visits and accompany donors on field visits where required.
Others:
- Comply with all the organisation’s policies and procedures
- Perform other related duties as assigned by his or her Supervisor.
Required Skills or Experience
Qualifications & Experience
- A good first degree in the field of Community Development, Education, Social Science or any relevant field.
- 3 or more years of experience within the NGO field in the areas of Early Childhood Education, child protection and development.
- Demonstrated sound understanding of project development and management principles.
- Excellent interpersonal, relationship-building, conflict management, and negotiation skills, especially when developing/maintaining contacts and influencing partners.
- Excellent communication skills, both verbal and written, including public speaking, networking and presentation skills
- Effective communication skills (written and verbal) in English and any other local language of project communities (Mampruli or Dagbani).
- Excellent Report writing skills.
- Strong computer skills including MS Word, Excel, PowerPoint, and internet and other computer applications.
- Ability to work effectively as part of a team and independently.
- Confident and a proactive individual who can recognize problems, analyze them and propose practical solutions.
- Ability to work within a multi stakeholder’s context.
- Ability to tolerate stress and work to meet deadlines.
- Experience working within cross-ethnic environments.
- Strong community mobilization skills.
