ACTIVATE Background
Accelerating Change Through InnoVation in Agricultural TVET (ACTIVATE) is a 5-year initiative that aims to improve the well-being and resilience of young women and men by strengthening an industry-led, demand-driven Agriculture Technical and Vocational Education  and Training (ATVET) system in Ghana. The program is national in scope, blending education and skills training while building collaboration and linkages among key  stakeholders, such as public and private actors, academia, and agriculture sector actors. Together with these stakeholders, ACTIVATE will respond to key challenges facing the Agriculture and Adjacent sectors. The program’s proposed interventions prioritize elevating the voice and aspirations of youth and integrating a strong inclusivity lens with respect to gender and disability, in particular.  
 
Over 5 years, ACTIVATE will reach a total of over 80,340 individuals, including approximately 79,360 youth (aged 15-35). These  individuals will be reached through high quality, market-relevant skills training in specific agricultural sub-sectors/value chains with opportunities for young men and young women, such as agro processing, horticulture, livestock, and agribusiness, and adjacent sectors such as transportation, logistics and IT, which will be confirmed following an in-depth market assessment process. Out of the 79,360, 65% will participate in modular and/or short courses using non-formal & informal training (improved apprenticeship, On-Farm/On-the-job training) and Recognition of Prior  Learning approaches. They will also receive entrepreneurship training and support. The remaining youth will be reached through formal training in the ATVET institutions, including job readiness training and employment referral support, career and guidance  counseling, and facilitation of workplace experience learning. The program interventions will result in over 68,289 employed Youth (in wage employment or self-employment) or approximately 85% of all youth participants. ACTIVATE targets a minimum of 70% of those supported youth to be young women. By working to create an ATVET system that is stronger, more gender-responsive, inclusive, and market-relevant, and delivering enhanced, market-relevant training, ACTIVATE will have a lasting impact on the ability of  young people in Ghana to thrive beyond the life of the program.
 
3. Consultancy Background and Context
Agricultural Technical and Vocational Education and Training (ATVET) institutions play a critical role in the development of skilled professionals for the agricultural sector. To ensure the quality and relevance of training programs, it is essential for these institutions to implement robust performance management systems and conduct tracer studies that track the success and employment outcomes of their graduates. These tools enable continuous improvement, enhance institutional credibility, and ensure that students are equipped with skills that meet the evolving demands of the labor market.
 
The target of this assignment is to engage a consultant or consulting firm to design and implement systems for performance management and tracer studies within the institution(s), build internal capacity, and ensure the institution(s) can independently lead and sustain these activities in the future.
 
Objectives of the Assignment
The objectives of this consultancy are to:
  • Assess current capacities and tools for performance measurement and tracer studies across ATVET institutions in Ghana, in collaboration with the ACTIVATE project, to identify gaps and areas for improvement.
  • Develop a comprehensive framework that will enable ATVET institutions to establish a performance management system, incorporating key performance indicators (KPIs) to monitor educational outcomes and institutional performance, and to design a tracer study methodology for assessing graduate employment, career progression, and the alignment of training with industry needs.
  • Create a tailored training curriculum and manual for ATVET staff to equip them with the skills to independently manage performance measurement and tracer studies.
  • Conduct capacity-building training to strengthen implementation practices and ensure sustainability of performance management and tracer study systems.
  • Conduct tracer studies with two ATVET training institutions to evaluate graduate employment outcomes and the impact of training on career progression. 
  • Develop an actionable implementation plan with key activities, timelines, and resources for the successful rollout and long-term sustainability of these systems in ATVET institutions.
Scope of Work
The consultant will be responsible for conducting a needs assessment, developing a comprehensive training curriculum and manual on undertaking performance measurement and tracer studies, delivering targeted training sessions, and developing an implementation plan to guide the operationalization of the performance measurement and tracer studies. The details will include;
A. Needs Assessment
  • Conduct a review of current practices, tools, and capacities.
  • Consult stakeholders to identify existing gaps and needs.
  • Analyze the institutional readiness for implementing performance measurement and tracer studies.
  • Framework for undertaking the performance measurement and tracer studies 
B. Curriculum and Manual Development
  • Develop a training curriculum covering key concepts, tools, and methodologies.
  • Prepare a comprehensive manual and facilitator’s guide including templates and case examples.
  • Ensure content aligns with national education frameworks and institutional priorities.
C. Training Delivery
  • Facilitate participatory training workshops for selected ATVET staff.
  • Apply adult learning principles and practical approaches.
  • Collect and analyze feedback to assess training effectiveness.
D. Tracer Study Implementation (Learning Component)
  • Design and facilitate the implementation of tracer studies in two selected ATVET institutions as a practical learning exercise.
  • Guide institutional staff through the process, including survey design, data collection, analysis, and reporting.
  • Document lessons learned and provide recommendations to build institutional capacity for future independent tracer studies.
E. Implementation Plan Development
  • Draft a detailed implementation plan to guide the rollout of performance measurement and tracer study activities.
  • Define clear objectives, roles and responsibilities, timelines, and resource requirements.
  • Include recommendations for institutional integration, sustainability, and ongoing capacity building.
Expected Deliverables
The consultant is expected to submit the following deliverables as part of this assignment:
  • Inception Report – It should outline the proposed methodology, data collection tools, detailed work plan, and timeline for completing the assignment. The methodology must include strategies for incorporating a gender and social inclusion (GESI) lens throughout the assignment.
  • Needs Assessment Report – A comprehensive report summarizing findings from the institutional assessment, stakeholder consultations, and identified capacity gaps related to performance measurement and tracer study readiness with particular attention to barriers and opportunities for gender equality and social inclusion.
  • Training Curriculum and Manual – A structured and user-friendly training package, including a curriculum, facilitator’s guide, participant manual, templates, and relevant case studies. The content must explicitly integrate gender and social inclusion principles, ensuring equitable participation and responsiveness to the needs of diverse groups, including women, youth, and persons with disabilities.
  • Implementation Plan – A practical and actionable plan outlining steps for institutionalizing performance measurement and tracer study systems. The plan should define objectives, roles, timelines, and resource needs, and must include recommendations to ensure GESI-sensitive implementation, integration, and sustainability.
  • Training Workshop(s) – At least one participatory training workshop facilitated for staff from the ATVET institutions. The workshop must promote inclusive participation and apply adult learning approaches that reflect gender-sensitive and socially inclusive facilitation methods.
  • Training Report – A report documenting the training process, participant attendance and engagement, session outcomes, feedback received, and key recommendations for future training initiatives.
  • Tracer Study Implementation (Learning Component) Report - A report detailing the design, implementation, and outcomes of tracer studies conducted in two ATVET institutions. The report should include data collection methods, analysis of graduate employment outcomes, stakeholder feedback, lessons learned, and recommendations for institutional capacity strengthening in conducting future tracer studies.
  • Debrief Learning Workshop - Facilitation of a debrief learning workshop with relevant institutional stakeholders to present key findings, reflect on lessons learned, and discuss next steps for sustaining performance measurement and tracer study systems.
  • Final Consolidated Report – Comprehensive documentation covering all aspects of the assignment.
Duration and Timeline
The assignment is expected to be completed within three months, or 90 days, of the contract start date. A detailed timeline will be confirmed during the inception phase and included in the inception report.

Required Skills or Experience

Qualifications and Experience
The consultant should possess the following qualifications:
  • Advanced degree in monitoring and evaluation, education, social sciences, or a related field.
  • At least 10 years of experience conducting institutional needs assessments, developing curricula/manuals, and delivering training.
  • Proven experience in performance measurement and tracer studies, especially in the education or TVET sector in Ghana
  • Demonstrated capacity to develop implementation plans and strategic frameworks.
  • Excellent facilitation, communication, and report writing skills.
Reporting and Supervision
The consultant will report to the MERL Manager and work closely with relevant stakeholders, including ATVET staff, and national agencies.

  • References (at least 3) from previous clients (Annex 3).
A financial proposal with a breakdown of costs. Applicants are requested to submit a financial proposal outlining the fees and reimbursable expenses for the 60 days estimated as the level of effort required for the assignment. The budget should be provided in Ghana Cedis (GHS).
 
Evaluation Criteria for the Technical and Financial Proposal
Proposals will be evaluated based on the following criteria:
  • Technical Approach (30%): Demonstrated understanding of the scope of work, including the proposed methodology, approach to stakeholder engagement, and strategy for program development.
  • Expertise and Experience (30%): Proven experience in executing similar assignments, with relevant qualifications and a track record.
  • Suitability and Clarity of Work Plan (10%): A clear, comprehensive, and realistic work plan that outlines steps toward achieving the specified deliverables.
  • Value for Money (30%): A well-structured budget that reflects cost-effectiveness, financial sustainability, and alignment with the project’s deliverables.
