Job Summary

The Operations and Administration Manager is responsible for leading the strategic, technical, and administrative functions related to energy management, site maintenance, and operational efficiency across the telecom infrastructure network. This role oversees fuel and grid management, maintenance scheduling, spare parts planning, energy cost optimization, and contractor supervision. The manager ensures that all energy-related operations meet uptime targets, cost-efficiency goals, and stakeholder expectations, while also driving continuous improvements through robust data tracking, reporting, and analysis.

Key Accountabilities

Department Leadership & Development

  • Establish a new Energy & Maintenance Department, formulating policies, frameworks, and standardized templates for accurate energy data collection and analysis.
  • Develop a comprehensive Master Database of all site assets (new and existing), including unique site identifier codes for tracking and management.

Training & Capacity Building

  • Traine new hires on key operational processes including Fuel and Grid Management, Preventive and Corrective Maintenance, Change Request Procedures, and Spare Parts Tracking.

Energy Management & Cost Optimization

  • Implement and track energy cost optimization strategies that result in weekly fuel savings.
  • Generate yearly business cases and proposals for energy requirements, cost-saving initiatives, and optimization techniques for high-consumption sites.
  • Manage monthly and yearly prepaid electricity budgets, ensuring cost control and accuracy.

Maintenance Oversight

  • Ensure all generators across the country are serviced quarterly.
  • Monitor preventive, corrective, and planned maintenance activities, reviewing all field reports for quality and execution.
  • Reviewed and approved all Root Cause Analyses (RCAs), site change requests, and field-level modifications by Operations and Maintenance contractors.

Financial Planning & Budgeting

  • Provided detailed monthly, quarterly, and annual budgets for grid power, fuel, and spare parts.
  • Forecasted spare parts demand based on expansion plans, upgrades, and routine maintenance.

Vendor & Contractor Management

  • Supervised field teams on equipment changes and spares retrieval; managed supplier engagements for cabling, rectifiers, generators, and spare parts (local and international).
  • Oversaw timely payments to grid providers, vendors, and all O&M contractors.

Grid & Utility Coordination

  • Liaised with national grid providers (ECG, NEDCo, and VRA) to address billing, metering, and supply issues.
  • Ensured consistent power uptime of 99.95% across all cell sites.

Data Analysis & Governance Reporting

  • Generated and evaluated monthly governance reports on energy (grid and diesel) consumption across all managed sites (Vodafone, Airtel, and Eaton-owned).
  • Provided stakeholders with regular reports on energy consumption trends and operational insights.

Stakeholder Management

  • Managed relationships with internal project teams, external suppliers, and national utility companies.
  • Ensured the timely submission of all documentation for Build-to-Suit (BTS) projects and coordinated project execution with cross-functional teams.

Required Skills or Experience

  • Bachelor’s degree in Electrical Engineering, Mechanical Engineering, Energy Management, or a related field.
  • Minimum of 7–10 years of experience in telecom energy operations, site maintenance, or technical project management.
  • Proven experience in energy budgeting, cost optimization, and operational process development.
  • Strong background in managing field teams, O&M contractors, and national grid utility partners.
  • Proficient in data analysis, business case development, and strategic reporting.
