Job Description
The Marine Engineer will be responsible for the operational and technical management of marine assets, ensuring the safe, efficient transportation and maintenance of the West African gas pipeline infrastructure in marine environments. This role involves collaborating with various stakeholders, including project teams, contractors, and regulatory authorities, to ensure the integrity and compliance of our offshore pipeline assets.
Marine Asset Management (25%)
- Support the maintenance and operation of marine assets used for the transportation of the gas pipeline network.
- Develop and implement asset management plans for marine assets, ensuring they meet operational requirements and industry standards.
- Ensure the efficient and safe operation of vessels and offshore equipment used for gas pipeline activities.
- Regularly assess and analyze the performance of marine assets to identify areas for optimization and implement improvements to maximize efficiency and reliability.
Pipeline Integrity & Maintenance (20%)
- Collaborate with the asset integrity team to perform regular inspections and audits of pipeline assets in the marine environment.
- Support the implementation of integrity management programs, including monitoring and reporting on the condition of the gas pipeline assets.
- Support the asset integrity team on pipeline repairs, interventions, and upgrades in offshore and marine environments.
- Supervise all subsea pipeline crossing around the pipeline network.
Compliance, Safety & Emergency Response (15%)
- Ensure compliance with relevant marine and offshore safety standards, regulations, and best practices.
- Support the risk assessment and mitigation efforts for offshore pipeline operations, and maintenance particularly in high-risk marine environments.
- Conduct safety audits and ensure marine operations are carried out in line with health, safety, and environmental (HSE) policies.
- Oversee ROW (Right of Way) patrols and inspections along water routes where pipelines pass, ensuring asset protection and preventing unauthorized activities.
- Follow existing and established means for systematic management of process safety throughout the offshore pipeline system.
- Execute all tasks with efficiency to ensure personal safety, health, and security while protecting the environment.
- Provide support in the investigations of HES & Security breaches, when necessary, based on established principles.
- Ensure all works and offshore activities are in tune with International Maritime Law as established by the International Maritime Organisation (IMO) and National laws of all the WAGP Countries and also with WAGPA regulations.
- Cooperate with external and internal stakeholders in the dissemination of relevant information relevant to the safety of the offshore pipeline.
- Make full use of electronic support systems available to the Company and alert relevant state agencies to intervene where necessary to maintain pipeline safety.
- Ensure the readiness and reliability of marine assets, including vessels used for pipeline inspections and emergency response.
- Promote the adoption of eco-friendly technologies and practices to minimize emissions and protect marine ecosystems.
- Support in the implementation of existing emergency response plans for pipeline incidents, such as gas leaks or pipeline damage.
Project Management (15%)
- Manage marine engineering aspects of pipeline projects, including new design, procurement, and execution.
- Liaise with government agencies, regulatory bodies, and regional stakeholders in Nigeria, Benin, Togo, and Ghana to obtain necessary approvals and permits.
- Collaborate with project teams to ensure projects are completed on time, within budget, and in compliance with industry standards.
- Conduct ship or vessel surveys before they are engaged by for any services that may be required
- Inspecting and recommending any maritime equipment before deployment on offshore facilities.
- Foster partnerships with local contractors and vendors, ensuring compliance with project specifications and timelines.
- Demonstrate strong leadership and organizational skills to effectively manage projects and oversee complex operations in an offshore setting.
Technical Support & Troubleshooting ( 10%)
- Provide on-call technical support for troubleshooting issues related to marine assets and pipeline integrity.
- Provide expert technical guidance for the daily operation and maintenance of offshore pipelines, ensuring consistent and uninterrupted gas flow across Nigeria, Benin, Togo, and Ghana.
- Collaborate between cross-functional teams, including engineering, procurement, logistics, and HSE departments to resolve operational challenges related to marine and offshore pipeline systems.
- Conduct routine inspections of underwater pipelines using advanced technologies, including remotely operated vehicles (ROVs) and virtual buoys equipped with real-time monitoring sensors.
- Ensure the safe operation of pipeline-related marine assets, including pipeline maintenance vessels and support barges.
- Support projects related to pipeline expansion, upgrades, or the integration of new monitoring technologies on offshore pipeline-related marine assets.
- Support engineering in budgets proposals, timelines, and resources for pipeline maintenance and inspection activities.
- Collaborate with regional stakeholders in Nigeria, Benin, Togo, and Ghana for joint emergency drills and contingency planning.
- Ensure regular survey of the line in line with WAGPA regulations.
- Strong analytical and problem-solving skills for diagnosing and resolving pipeline and marine asset issues.
Reporting (15%)
- Prepare and submit reports to regulatory authorities in Nigeria, Benin, Togo, and Ghana, demonstrating compliance with safety and environmental regulations.
- Excellent communication and teamwork skills to collaborate with diverse regional and technical teams.
- Conduct post-project evaluations to identify lessons learned and improve future project delivery.
- Prepare detailed project closure reports, highlighting successes, challenges, and recommendations.
- Any other duties that may be assigned from time to time.
Required Skills or Experience
- First (1st) Degree or Bachelor’s degree in marine engineering, Mechanical Engineering, or a related field with
- a minimum of three (3) years relevant work experience in the oil and gas or related industry.
- Certifications in pipeline integrity management, offshore operations, or subsea systems are highly preferable.
- Expertise in pipeline monitoring systems, including virtual buoy technologies and ROVs.
- Strong knowledge of natural gas pipeline operations, pressure control systems, and gas metering technologies.
- Familiarity with international safety and environmental standards, such as ISO 14001 and API standards.
