Terms of Reference (ToR)
Recruitment of a Multimedia Content Creator to provide photography and videography services for the 2SCALE team across five PPPs in Ghana.

 

Overview and background of 2SCALE
The 2SCALE program is designed to incubate and accelerate inclusive business development in African agri-food systems. 2SCALE works together with companies (African, Dutch and other small and medium-sized enterprises - SMEs) and producer organizations (POs) to develop business models and partnership models that promote inclusiveness, develop competitive edge, and have potential for scaling. These partnerships, also referred to as public-private partnerships (PPPs), are the core implementation modality to achieve the objectives of the program.
 
Specifically, 2SCALE supports partnerships in target agri-food industries with significant potential to:
  • Improve food and nutrition security, both at grassroots level and at the consumer end of the value chain by serving local and regional markets (including Base-of-the-Pyramid – BoP - markets) with nutritious food products.
  • Improve the terms of inclusion of smallholder farmers and other micro-, small-, and medium-sized enterprises (MSMEs) in the value chains.
  • Attract and employ the youth.
  • Engage and empower women.
To strengthen PPPs, 2SCALE also collaborates with companies and organizations that provide specific expertise to support the target agri-food value chains. 
 
2SCALE is co-funded by the private sector and by the Dutch Ministry of Foreign Affairs through the Directorate-General for International Cooperation (DGIS). Building on a first phase (2012-18), the current phase of 2SCALE runs from January 1, 2019, to December 31, 2025. It is awarded to a consortium led by the International Fertilizer Development Center (IFDC) and comprising SNV and the Base-of-the-Pyramid Innovation Center (BoPInc).
 
Overview and background to the Video, Blogs and infographics stories 
As the partnerships under 2SCALE continue to mature, there is a growing need to support Business Champions (BCs) and SMEs in strengthening their market presence. To support this, a series of strategic promotional videos will be developed to help these businesses sustain visibility and remain competitive. The videos will be developed for each of the five PPPs in 2SCALE Ghana’s portfolio. 
The videos will be designed for flexible use across various platforms, including social media, trade exhibitions, and digital channels and may also be aired on local media. Their primary aim is to increase consumer and stakeholder awareness, attract new market opportunities, and support the development of last-mile distribution models, especially those tailored to the Base of the Pyramid (BoP) consumers.
Each video will document the inclusive business journey of the BCs, highlighting impact stories, amplifying partner voices, and capturing the overall progress of the 2SCALE program. The content will help create a deeper understanding of the inclusive agribusiness approach and serve as a tool to strengthen and extend the market reach of these businesses well beyond the life of the program. These videos will also be used in aired during 2SCALE’s close out event in Ghana to highlight the impact of the program in Ghana.
 
The following are the objectives of the activity: 
  • Showcase the growth and impact of Business Champions (BCs) using inclusive agribusiness models, particularly in reaching BoP consumers.
  • Amplify the voices of partners by sharing authentic stories that highlight their challenges, successes, and innovations under the 2SCALE program.
  • Support marketing and outreach efforts of the BCs by creating engaging, versatile content for social media, trade events, and digital platforms.
  • Inspire other SMEs and stakeholders to adopt inclusive business approaches by documenting real-life examples and lessons learned.
Key Activities
  • Review project documents and concept notes to understand the goals, target audience, and key messages.
  • Develop an inception information outlining the production approach, key content themes, video structure, and shooting schedule.
  • Script development for five videos, one per PPP, in consultation with the 2SCALE team.
  • Plan and execute field visits to each PPP location for video shooting and photography.
  • Conduct interviews with Business Champions, farmers, consumers, and other key actors.
  • Capture high-quality video and photo content showcasing the inclusive agribusiness journey and BoP marketing approach.
  • Edit and produce final videos, including teaser clips, a summary documentary, and social media versions.
  • Submit raw footage, editable files, and high-resolution photos to the 2SCALE team.
  • Collaborate with 2SCALE and partners to review drafts and finalize outputs for distribution
Activity Participants
The video production will feature Business Champions, Business Support Services providers, smallholder farmers, consumers, retailers, wholesalers etc. 
 
Activity duration
This will be a six-week activity scheduled to begin on 12th August 2025 in Ghana and end 23rd September 2025. The first week will be dedicated to scriptwriting for all five PPPs. The following three weeks will involve on-site video production, with one week allocated review and finalization
 
Purpose of the assignment
The purpose of this assignment is to develop 5 high quality 5-minute videos, 10 blogs, 10 infographics, 100 quality pictures and 5 short video ads that document and showcase the inclusive business journeys of the five 2SCALE Public-Private Partnerships (PPPs) in Ghana. These materials will serve as strategic communication tools to support the market positioning of the Business Champions and their partners. They will also highlight how marketing strategies focused on Base of the Pyramid (BoP) consumers have contributed to business growth, strengthened supply chains, and delivered meaningful impact at the community level.
The videos aim to inspire other SMEs and stakeholders to adopt inclusive business models, enhance visibility for the partnerships, and contribute to knowledge sharing beyond the lifespan of the 2SCALE program. 
 
Scope of work
The successful candidate will be responsible for the full planning and production of five high-quality 5-minute videos, 10 blogs, 10 infographics, 100 high-resolution photos, and 5 short video ads. Working closely with the 2SCALE team, the Multimedia Content Creator will review the concept note and advise on the most effective video formats and storytelling approaches to communicate key messages. The Multimedia Content Creator will be expected to manage the entire content creation process and carry out the following tasks:
  • Study the 2SCALE program objectives, the concept notes, and background information on all five PPPs to inform content development.
  • Write compelling scripts tailored to each PPP’s inclusive business journey, incorporating key messages and BoP marketing elements.
  • Work with the 2SCALE team and local partners to schedule filming at each of the five PPP locations.
  • Film interviews, business activities, and customer interactions involving Business Champions, Business Support Services providers, smallholder farmers, retailers, wholesalers, and consumers.
  • Produce five short, high-quality videos one per PPP each tailored for use on social media, in presentations, and at events.
  • Incorporate subtitles, graphics, voiceovers, and branding as needed.
  • Provide final videos in various formats suitable for online sharing, public viewing, and internal use.
  • Submit raw footage and editable files to the 2SCALE team for archive and future use.
  • Produce five high-quality 5-minute videos, 10 blogs, 10 infographics, 100 high-resolution photos, and 5 short video ads
Video Content 
The video content will focus on documenting and promoting the inclusive business journeys of five 2SCALE Public-Private Partnerships (PPPs) in Ghana. Each video will showcase the unique contributions and impact of the Business Champions and their partners, with an emphasis on Bottom of the Pyramid (BoP) marketing models.
  • Introduction to each partner business (Rockland, Tamanaa, Faranaya, Keden and BDiet); their vision, mission, and products.
  • Challenges faced prior to the 2SCALE intervention.
  • Specific support received from 2SCALE (capacity building, market linkages, financial facilitation etc.).
  • Success stories and key milestones achieved (increased production, expanded markets, improved livelihoods of smallholder farmers, etc.).
  • Testimonials from value chain actors and customers.
  • A minimum of 20 High quality pictures for each PPP
Logistics requirements
  • Arrange travel in collaboration with the 2SCALE team to each of the five PPP locations across Ghana for on-site filming.
  • Provide all necessary equipment for high-quality video production, including cameras, lighting, sound gear, drones and editing software.
  • 2scale would accommodate and transport the production team during travel to PPP all locations 
  • Work with the 2SCALE team to secure necessary permissions for filming, including access to business sites and interview participants.
Timeline
The assignment will run from 12th August to 10th September 2025, covering the planning phase, production period, and post-production activities.
 
Deliverables
The following deliverables are expected from the multimedia content creator: 
  • An inception report outlining the video concept, structure, key messages, and filming schedule.
  • One script per PPP, developed in consultation with the 2SCALE team.
  • Five professionally edited videos, including five 5-minute videos (one per PPP) highlighting their inclusive business journeys and BoP marketing strategies, capturing the overall transformation and impact across all five PPPs.
  • A set of at least three short teaser videos (30–60 seconds) for social media and TV promotion.
  • Raw footages, interview recordings, and editable files submitted alongside final videos.
  • A collection of high-resolution photos taken during field filming.
  • Content designed to support marketing, attract new business opportunities, and boost the visibility of each PP

Required Skills or Experience

Required Experience and Qualifications 
The multimedia content creator or firm must have 
  • Proven experience in video production, editing, and storytelling for development or business-related content.
  • Skilled in using video editing and design software (e.g., Adobe Premiere Pro, Photoshop, Canva).
  • Ability to create engaging content for social media, digital platforms, and broadcast use.
  • Experience working with SMEs, agribusinesses, or BoP-focused projects is an advantage.
  • Strong communication skills and ability to work with diverse stakeholders in field settings.
  • Ability to manage timelines, work independently, and incorporate feedback effectively.
  • Familiarity with the Ghanaian context or similar environments is desirable.

Applicants should submit separate technical and financial proposals, in Word, Excel or pdf. The financial proposal must cover all service and personnel costs, including scriptwriting, videography, photography, drone and camera usage, feeding, and other related expenses.
 
The technical proposal must outline the approach, methodology, workplan, and team composition, as well as provide examples of previous relevant work.
 
Please note that 2SCALE will cover transportation and accommodation costs separately and these should not be included in the financial proposal.

Cost estimate
Contract terms and conditions will be negotiated upon selection of the winning candidate for this TOR. 
 
The budget must cover the personnel service, logistics and. SNV will bear all other costs relating to accommodation and transportation for a maximum of two of the production team,
 
Value for money is important to SNV and will be considered when analysing the proposals received.
