About the Project: Accelerating Municipal WASH Agenda
WSUP is implementing a project dubbed ‘Accelerating Municipal WASH Agenda’ in partnership with the Atwima Nwabiagya Municipal Assembly (ANMA). The project aims to support Atwima Nwabiagya Municipality (ANMA) in achieving universal access to sustainable WASH (Water, Sanitation, and Hygiene) by 2030 by strengthening systems, infrastructure, finance, and community ownership.
The project seeks to increase access to safe water, in two phases by providing support to Ghana Water Limited (GWL), the urban water utility, to extend their distribution service line to peri urban communities of the municipality where access is limited. Water supply will be extended to 2 communities in the municipality where access to water distribution lines of the municipality is feasible. Also, the project will support 3 small towns in the municipality where GWL does not operate. To ensure strong community involvement in water service delivery in the communities, this activity will further include the set up and training of water user associations (WUAs) and community management teams (CMTs). The WUAs and the CMTs will serve as customer platforms to interface with the utility and the Municipality for improved services.
 
Background Of The Assignment
WSUP, with funding from Anonymous Donor, in collaboration with Atwima Nwabiagya Municipal Assembly (ANMA) and Ghana Water Limited (GWL) is implementing the “Accelerating Municipal WASH Agenda’’ project. The project seeks to strengthen systems to accelerate municipal action towards achieving water and sanitation for all. The project will among other initiatives provide water Supply infrastructure and ensure effective management model to improve access to safe, reliable, and sustainable water supply services in selected communities of Atwima Nwabiagya Municipal Assembly in the Ashanti Region of Ghana.
 
Water supply in the municipality is challenging due to limited coverage, increasing population demands, aging infrastructure, etc. To address these challenges, the project will support the design and construction of new water supply facilities, including transmission mains, storage reservoirs, distribution networks, installation of pre-paid public standpipes and embark on household water supply promotions and connections in beneficiary communities. WSUP intends to engage a qualified consulting firm to provide comprehensive design and construction supervision services to ensure the successful implementation of the project in compliance with national and Municipal engineering standards, environmental and social safeguards, and regulations. The Consultant will also be required to provide a detailed project-based training to members of the WSUP project implementation team on the use of EPANET software for design of water system infrastructure.

Objectives of the Assignment
The overall objective of the assignment is to design water supply infrastructure in beneficiary communities to the highest technical standards and provide supervision to ensure that construction in compliance with the approved designs, specifications, and contractual requirements.

Specific objectives include:
  • Conduct feasibility studies, which include technical viability and sustainability, environmental impact and financial feasibility assessment of each proposed facility. The studies should take into account the technical and managerial capabilities of the proposed operators particularly in terms of operation and maintenance.  
  • Carry out demand analysis and estimate the future (10 and 25 years) water needs of the proposed beneficiary communities.
  • Carry out hydrogeological investigations, including use of existing data as well as field work, to identify appropriate and reliable borehole locations within the communities. The selected locations should provide all year-round adequate water yield of potable quality in compliance with national standards and guidelines. (should be hydrogeological investigation)
  • Facilitate the process of procuring borehole contractor and supervise the construction and mechanization of boreholes. 
  • Support the project in the acquisition of environmental permits and other necessary statutory permits required for the project implementation.   
  • Prepare detailed engineering designs and technical specifications for the proposed works.
  • Prepare complete bidding documents for procurement of contractors.
  • Provide construction supervision and contract management to ensure quality, cost-effectiveness, and timely completion of works.
  • Ensure compliance with environmental, social, health, and safety (ESHS) requirements during construction.
  • Carry out an assessment of the Municipal Assembly and other stakeholders’ capacity to operate and maintain on sustainable basis the proposed water supply facilities. 
  • Collaborate with communities municipal and GWCL to ensure compliance with prevailing standards, guidelines and regulations.
  • Promote community interest and participation in the programme through provision of appropriate information to the beneficiary communities.
  • Provide guidelines and facilitate the establishment and strengthening of community management teams and water users’ associations in the communities and provide advocacy, operations and maintenance training.
Scope of Work
The consultant’s services will be delivered in two phases:

Phase I: Design Services
  • Conduct topographic, geotechnical, and hydrogeological surveys as necessary.
  • Review existing studies, reports, and data relevant to the project.
  • Prepare preliminary and detailed designs for all project components, including drawings, technical specifications, and cost estimates.
  • Prepare bidding documents in accordance with national standards
  • Assist the client during the procurement process by responding to technical queries and clarifications and lead the bid evaluation process.
Phase II: Construction Supervision
  • Supervise construction works to ensure compliance with designs, specifications, and contract provisions.
  • Review and approve contractor’s work plans, method statements, and quality assurance plans.
  • Conduct regular site inspections, testing, and quality control.
  • Certify contractors’ interim and final payment certificates.
  • Monitor compliance with Environmental and Social Management Plans (ESMP) and occupational health and safety standards.
  • Prepare monthly progress reports, issue instructions to contractors as necessary, and keep the client informed of progress and issues.
  • Prepare a final completion report and certify substantial and final completion of 
  • works.
  • Formation and training of CMTs and WUAs and provide detailed project-based training to WSUP project team members on the use of EPANET software for water system designs
The scope of work for the consultancy service and the overall approach is detailed in the tasks below. 

Task 1: Inception Report
The consultant will present a preliminary report to the client within 20 calendar days of the contract signing. The report shall detail the understanding of the assignment, proposed methodology (data collection, analysis process and tools and engagement of stakeholders), team composition with clear roles and responsibilities and the plan of action for accomplishing the task. The inception report should also provide summarized preliminary findings based on the following tasks:

i.  A review of key project documents
ii.  A reconnaissance survey of the proposed communities to provide the data required to assess the communities against the objectives given above.
iii. Carry out a social, economic, cultural, political and geophysical analysis of target area to inform the development required for a sustainable water supply service.
iv. Conduct water quality tests on existing water sources in the communities. 
v.  Production of a conceptual design of a mechanised borehole system for each target community. 
vi. Undertake baseline and technical feasibility studies for each town including data on:  
  • Baseline studies
  • Hydrogeological studies
  • Water resource report
  • Demand model report
  • Feasibility report with standard design options
  • Feedback from the stakeholders on design proposals
The consultant shall produce a preliminary report to WSUP and key project stakeholders for review, 20 calendar days after commencement of the assignment.
 
To undertake this activity, the consultant shall obtain all relevant documents from WSUP, GWCL and the Municipal Assembly. 
 
Task 2: Preparation of designs and O&M and training Manual
The consultant shall carry out the following activities under task 2.
  • Prepare detailed engineering designs to be reviewed and approved by WSUP and all project stakeholders for the construction of limited mechanised piped water supply systems in 3 communities and extension of GWCL distribution lines in 2 communities.
  • Preparation of drawings of layouts, designs of pre-paid public standpipes and storage units.
  • Production of detailed bill of quantities and specifications for each system (hard and soft copies). The soft copies of the Bill of Quantities shall be in MS Excel.
  • Organize a series of community and municipal stakeholder review of the respective designs, drawings and layouts for comments and inputs.
  • Prepare a financial model that details projection revenue and O&M costs over a 5-year period for the community water supply schemes to establish if revenues generated will be adequate for O&M of the facility.
  • Prepare O&M instructions for the operations and maintenance of the facilities
Task 3: Prepare and Lead Tendering Process
The Consultant shall carry out the following activities under task 3
  • Finalize the preparation of all tender documents.
  • Facilitate the procurement of contractors in collaboration with key project stakeholders.
  • An evaluation report of tenders received will be submitted to WSUP for review and approval.
Task 4: Construction Supervision
This task involves the following activities:
  • The award of contract for the construction of the works in each community.
  • Handing over of the site to the contractor
  • Supervising the contractor throughout the construction process to ensure that all requirements and specifications are complied with.
  • Organize and preside over site meetings
  • Provide WSUP and stakeholders with monthly reports on the detailed progress of work specifying any current issues and risks to completion on time and within budget 
  • Assess construction work, agree corrections where necessary and certify contractor’ payment requests on work done
  • Issue any variation orders to the contractor within the requirements and specifications of the contract.
  • Manage and supervise contractors to deliver the water supply systems according to the approved designs, layouts and specifications.
  • Conduct post construction water quality tests 
  • Ensure that fully completed and functional limited mechanized water systems and GWCL water supply improvement works are handed over to the project stakeholders and the beneficiary communities.
  • Prepare and submit a final report and project completion report 
  • Develop standard operating procedures (SOPs) with operators and provide training.
Task 5 Form and Train Community management and Water Users Association team members.
The consultant is expected to lead the formation of community management teams in each of the 3 communities and water users associations in each of the 2 GWCL communities to oversee the management of the water systems and advocate for improved service delivery respectively. The selection and confirmation of members should be done in line with CWSA guidelines and criteria for community management schemes. The consultant is required to prepare training materials and conduct training for all community management members, Municipal water and sanitation team members and water vendors selected to man the public standpipes. The consultant shall prepare and submit a training report 5 calendar days after the training event. 
 
Support and guidance to be provided by WSUP to the Consultant
WSUP will facilitate for the consultant to have access contact details and other information of key project stakeholders, relevant data, reports, other related project documents and maps. However, it is the duty of the Consultant to check availability, quality, and suitability of the availed information. Assistance in obtaining permits and approvals and office space for meetings (if applicable).

  • Submit final project completion report.
  • O&M training with development of SOPs.
  • Provide a detailed project-based training to WSUP staff on EPANET software for water system designs.
 
 
All deliverables will be produced as a draft for discussion and finalised once WSUP have had an opportunity for review and comment. 
The Consultant should expect to be asked to respond to at least one round of comments and questions on draft documents before acceptance by WSUP of final versions. 
Deliverables will not be accepted as evidence for payment processing until they are completed to the satisfaction of WSUP.  
 
Expected schedule of the assignment
Duration of Assignment
The total duration of the assignment is expected to be 15 months, comprising:
 
Design Phase: Approximately 3 months.
 
Construction Supervision and training Phase: Approximately 12 months, aligned with the contractor’s schedule apart from defects liability period.
 
The assignment is expected to commence in October 2025 through to December 2026, with all deliverables expected by end of October 2026.
 
Budget and payment schedule
This consultancy would be a lump sum contract. Payment will be made based upon activities and deliverables being completed to the satisfaction of the Client, as follows: 
 
 WSUP will pay the consultant.
  • 20% Report 1(Preliminary/inception report)
  • 30% Report 2 (Feasibility, baseline and design report)
  • 30% Report 3. (Contract documents, procurement, and supervision of contractors)
  • 20% Report 4. (O&M manual, SOPs, training, and completion reports)
Contract Terms
A standard WSUP consultancy contract format will be used, subject to the Consultant's agreement with the terms. The full template is available on request. In particular the following clauses should be noted: 
  • All parties must adhere to the guidelines set out in the Safeguarding Policy as set out in WBP1000 (see link https://www.wsup.com/content/uploads/2022/01/WBP1000-Safeguarding-Policy_July2021.pdf) and agree that any allegation made against you or anyone working on your behalf, directly or indirectly, relating to safeguarding or the protection of children, will be reported to WSUP within 72 hours.
  • All parties must adhere to the highest standards of business ethics, and in particular both Parties shall abide by WSUP’s Business Ethics policy detailed in: https://www.wsup.com/content/uploads/2022/01/WBP800-Business-Ethics-Policy-July-21.pdf
  • It is the responsibility of the Consultant to ensure that its staff who are working on WSUP projects are covered by appropriate Health and Safety and Insurance policies, including all insurances mandated by the law of Ghana.
  • The Consultant shall use reasonable endeavours to maintain in force public liability and professional indemnity insurance cover which is adequate to protect WSUP against claims arising from the services. The cover arranged by the Consultant shall indemnify WSUP against claims by third parties.

  • A professional Geodetic Engineer/Land surveyor and a member of relevant institution with a degree in survey or its equivalent and relevant training and at least 10 years post qualification relevant experience in land survey works particularly related to small towns water and sanitation schemes in Ghana. He will be responsible for conducting technical surveys necessary for designing the pipe network for the water supply system

Electro – Mechanical Engineer

  • A professional Electro-Mechanical engineer with a minimum BSc. or its equivalent in Mechanical and or electrical engineering and be a member of relevant professional institution with at least 10 years post qualification experience will be required. Extensive experience in working with designs on small town water systems using conventionally generated electrical power and solar powered generation is desirable. He must demonstrate adequate experience in borehole mechanization in small towns in Ghana

Environmental Engineer

  • He/She is expected to be a member of the relevant professional institution with a minimum of first degree and five years’ post-qualification experience. His experience must strongly emphasize involvement in environmental assessment of water supply and sanitation.  He is expected to conduct environmental impact assessments, advice on palliating measures and other statutory environmental requirements

Community Development Expert

  • A professional community development practitioner with a minimum BSc. in social sciences or its equivalent and at least five (5) years post qualification experience preferably engaging and mobilizing communities in water and sanitation service delivery in small towns in Ghana

Resident Engineer / Site Supervisors

  • For day-to-day supervision during construction.

 

All experts must be registered with their respective professional bodies and have experience in at least 5 similar assignments in the last 10 years.

Reporting and Coordination
The consultant will report to the WSUP Project Manager and regular progress review meetings will be held monthly or as required.

Consultant’s Responsibilities
The consultant will be responsible for providing all staff, vehicles, equipment, survey instruments, software, and other resources required to perform the services.

Confidentiality and Intellectual Property
All reports, drawings, and documents prepared under this assignment shall remain the property of the client. The consultant shall maintain confidentiality of all project-related information

  • A technical proposal demonstrating understanding of the work and the consultants added value to implementation. 
  • A bullet point summary of the three previous consultancies, publications or professional roles that the Consultant considers most relevant to the present consultancy work.
  • A Gantt chart/workplan outlining the Consultant's proposed methodology and timelines.
  • Budget summary with a detailed breakdown in Ghana cedis. This work should be offered on a fixed-cost basis, with the budgeted amount including all expenses and taxes. Price reasonableness and value-for-money will be a significant factor in bid evaluation. 
  • A risk assessment identifying the key risks related to the work and describing how they will be managed.

Evaluation criteria will be as follows:
  • Formal adherence to bidding requirements (see Bidding procedure section above)
  • Strength of relevant experience and performance history, including references from others, previous experience with WSUP, previous experience with partners, including government agencies

  • Strength of technical proposal, including:

Value for money
The proposal will be independently scored on each criterion by a panel of at least 3 WSUP staff. If the quantitative scoring does not indicate a clear consensus choice, final selection will be by discussion/negotiation among the members of the panel.  
WSUP reserves the right to negotiate the scope and pricing with the selected consultant to best ensure that these services meet value for money standards and will be delivered within the available budget. Consultants may wish to propose different approaches that will deliver the required benefits for WSUP whilst remaining within the budget available. All negotiation will be documented.
