About Plan International Ghana
Plan International Ghana has operated in Ghana since 1992, working alongside communities and local governments across 15 through urban and rural programs managed by two Program Areas based in Tamale and Ho, one satellite office in Kumasi and the head office in Accra. We promote a caring and protective environment that gives opportunity to and empowers children, youth and their families to thrive and live a fulfilling life. We are dedicated to transforming mindsets and power relations to support girls and young women in achieving equality in Ghana. Our current goal is to collaborate with partners to ensure that 2 million girls (out of Ghana’s 8 million girls and young women) thrive in these thematic areas: Education, Health, WASH; Livelihoods & Job Creation, and Protection.

Background/Context
Plan International Ghana is building a roster of qualified consultants in proposal writing with expertise in the following areas:

  • Livelihood & Job Creation: Agriculture, Agribusiness and Agro processing, Value Chain and access to market; Skills development including through TVET centers; support for youth-led micro businesses and digital skills acquisition. Disaster Risk Reduction and resilience building; social cohesion.
  • Child protection: Child labor, child trafficking, teenage pregnancy, child marriage, gender-based violence and case management
  • Water, Sanitation and Hygiene: Promoting access & utilization of safe drinking water, sanitation and hygiene facilities in schools and health centers; and working with communities to declare them open defecation free.
  • Education: Better education outcomes based on quality basic education system. Re-integrate out of school children in rural and urban centres in schools, improving learning gains in foundational literacy and numeracy, and placement and retention of out-of-school girls and boys in formal schools.
  • Health including sexual and reproductive health and rights.
  • In their expression of interest, interested consultants should indicate which of the 5 sectors above they are bidding for. They should demonstrate their related technical educational background as well as work experience that qualify them for the assignment.

Purpose
As part of Plan International Ghana’s preparedness to seize the moment about the unprecedented shift in the funding landscape, the organization is hiring technical consultants in their relevant field of work (Livelihood & Job Creation, Child protection, WASH, Education, and Health). Interested consultants are experts in their relevant field of work. For example, those applying for Livelihood & Job Creation are expected to be agricultural economists or agronomists. Those applying for Child Protection are expected to have Law degree or degree in social sciences with relevant Child protection experience. Consultants applying for Health are expected to have Medical Doctor degree or PhD in medical sciences or Public Health. Those applying for WASH are expected to have Water and Public Health Engineering degrees while those applying for education are expected to have an education degree with corresponding work experience. Additionally, each technical specialist in their relevant field of work should have the ability and experience in writing large winning proposals to a range of institutional donors such as EU, BMZ, KFW, GAC, JICA, KOICA, AFD; Philanthropy like Bill Gates Foundation and MasterCard Foundation; Private sector such as chocolate companies, automotive companies, top digital companies and banking industries. Such consultants are expected to have a high win rate in winning contracts for their clients. To qualify, the consultants are expected to share their writing samples that support their track record in the chosen sector for consultancy and samples of quality proposals they won. Once prequalified, the consultants will be kept on Plan International Ghana’s roster of technical specialists. They will be called on a short notice immediately when funding opportunities become available. The consultants that are available will join the Plan International Ghana’s core team to package winning proposals. The consultants are expected to be the lead facilitators and writers of all proposals to be submitted.

Methodology
We are expecting qualified consultants to send us their expression of interest in their relevant field of work as mentioned above capturing their area of expertise, their track record in similar field of work and in proposal writing as well as their customer references and the services sold. The expression of interest in their chosen field of work should demonstrate from start to finish their experience in packaging winning proposals by breaking down the different steps including:

  • Inception meeting
  • Capture plan
  • Participatory design workshop with contributions from project participants, and different stakeholder groups including government agencies, communities, families, children and youth
  • Development of the Theory of Change
  • Development of the Logframe/result-based management framework
  • Development of the budget and budget narrative
  • Write up of the proposal narrative
  • Proposal editing
  • Submission to donors
  • Attention to details
  • Meeting deadlines.

Budget
Interested consultants are expected to share their daily consultancy rate when developing proposals and to indicate how long the process generally takes. They are also expected to break down the cost (travel and accommodation costs and expenses / per diems) differentiating when they have to facilitate a participatory design workshop with key stakeholders including CSO, private sector and government partners as well as communities, families, children and youth and when they don’t have to.

Required Skills or Experience

Expected qualifications of consultant

  • Excellent analytical and critical thinking ability, with a master’s degree in the relevant field of work with 8-10 years of field experience in the relevant field of work
  • Ability to design and write winning proposals in the relevant field of work.
  • Proven ability, and preferably experience in working in areas of chronic poverty and inequality; preferably in Ghana
  • Proven ability to understand and apply issues related to gender and girl and women’s rights and youth programming.
  • Proven ability, and preferably experience at, supporting and influencing others through advisory roles, with multi-cultural teams.
  • A high degree of self-motivation, an ability to work towards institutional goals, and proven examples of delivery of tasks while operating under pressure.
  • Well-connected within a network of professionals working in the relevant field of work and development issues.
  • Experience in working with and building capacity of civil society groups, including community based or established NGO’s
  • Knowledge of Information Technology and ability to use such in programming and learning.

Shortlisted consultants may be invited to discuss their expression of interest in more detail at Plan’s discretion.
Plan International, at its sole discretion, will select the successful consultants.
Plan international shall be free to:

  • Accept the whole, or part only, of any submission
  • Accept none of the proposals
  • Republish this TOR

Plan International reserves the right to keep confidential the circumstances that have been considered for the selection of the offers.
Part of the evaluation process may include a presentation from the supplier.
Value for money is very important to Plan International, as every additional £ saved is money that we can use on our humanitarian and development work throughout the world.
Plan International may award multiple contracts and all contracts will be non-exclusive.

Contract & Payment terms
Please note that, if successful, Plan International’s standard terms of payment are 30 days after the end of the month of receipt of invoice, or after acceptance of the Goods/Services/Works, if later.
