Job Description

JOB PURPOSE
The job holder will be a full-time member of the Learning Team. He/she will assist the Senior Learning Manager to manage all elements of research, monitoring, evaluation and learning relating to Sabre’s programmes in Ghana, and potentially outside Ghana, and to ensure that activities are carried out on time and effectively. In addition, this job holder will oversee multiple projects. He/she will take part in project meetings and discussions related to Sabre programmes, and will be required to contribute to strategy discussions and decision making in the design, implementation and evaluation of Sabre programs.
 
KEY RESPONSIBILITIES
  • Work with the Learning Officers to develop, manage/maintain data collection and indicator tracking systems across all projects
  • Prepare annual learning reports including relevant/right-fit and timely reports/information for Funder Reporting for the review and approval of the Senior Learning Manager.
  • Oversee the operationalization and management of a Knowledge Management system to enable Sabre to manage data and evidence, learn from, and demonstrate the impact of Sabre’s work. 
  • Work with the Senior Learning Manager and the Learning Officers to design evaluation tools that fit the needs of planned (internal and external) evaluations.
  • Work with the Senior Learning Manager in leading the Learning Team to carry out internal and external evaluations including baseline, endline and others as may be required. 
  • Support with the analyses of quantitative and qualitative information from internal evaluations and research products to draw key lessons learned and communicating these to support organizational learning.
  • Communicate monitoring, research and evaluation findings to internal and external audience through clearly written reports and presentations.
  • Work with the Senior Learning Manager to oversee Sabre’s Theory of Change and Organisational Results Framework as live documents for accountability and learning.
  • Oversee the documentation and sharing of learnings and adaptations from program implementation to guide future program designs and advocacy.
  • Oversee the collation of actions from internal Quarterly Learning Meetings and follow up with departmental teams for implementation and reporting.
  • Work with the Learning Team to review and revise data collection tools to reflect ongoing learning.
  • In collaboration with the Advocacy, Program and Communication Teams, generate and maintain updated project information (in relevant formats) readily available for Sabre’s advocacy drive.
  • Facilitate the development of knowledge products, including case studies, to advance Sabre’s status as a thought leader in ECE.
  • Support the Learning Team/Senior Learning Manager in organizing and/or preparing for meetings with the relevant or required documentation or information and reports.  
  • As may be determined by the Senior Learning Manager, represent and make presentations on behalf of the Learning Team at meetings and events.
  • In addition, perform any other duties assigned by the Senior Learning Manager as may be required from time to time.

Required Skills or Experience

Preferred Qualification
Education
  • Post Graduate Degree in any of the following fields of study: Research, Monitoring and Evaluation (RME), Social Science (Economics, Psychology, Political Science, Development Management), Project Management, Data Analysis, etc. 
Experience
  • A minimum of eight (8) years relevant experience in donor-funded programs and projects.
  • 8+ years of work experience in Monitoring, Evaluation and Learning of donor funded programs.
  • Experience in working in complex programs and using evidence to inform programming.
  • Experience in developing and operationalizing MEL Systems including comprehensive MEAL plans and routine monitoring system, designed to measure results at all levels.
  • Experience in facilitating MEL workshops and training people in the concepts of MEL.
  • Experience in gender, equity and social inclusion in relation to MEL.
  • Experience in applied research methods and using formal research skills to evaluate projects. 
  • Experience in analyzing quantitative and qualitative data, including working with large datasets.
Knowledge
  • Strong conceptual knowledge about theories of change, results frameworks, indicator development and reporting, data quality assurance, mobile data collection such as KOBO, G-Forms, and identifying lessons learned.
  • Understanding of education related issues in Ghana.
  • Knowledge of current best practices and thinking in MEL.
  • Ability to use analyzed data to drive improvements in performance.
  • Ability to interpret and distil research findings for learning.
  • Excellent written and verbal communication skills including presentations at all levels.
  • Ability to communicate research and evaluation findings in an understandable and usable manner.
  • Well-developed IT and data analysis skills including using the use of Excel, SPSS, R, etc for analysis.
  • Excellent ability to leverage modern tools including AI to enhance and support
