Total Family Health Organisation (TFHO) is an indigenous Ghanaian social marketing organization duly registered in accordance with the laws of Ghana on February 1, 2017. We work to improve the health of people living in Ghana primarily through implementation of innovative evidence-based interventions that increases access to and utilization of health products and services in a measurable and impactful way. Our key intervention areas include Family Planning and Reproductive Health, Maternal, New-born, and Child Health (RMNCH), communicable and noncommunicable diseases, Water Sanitation and Hygiene (WASH), nutrition, and malaria. We utilize our deep insight and skills in Social and Behaviour Change Communication (SBCC) and social marketing to promote positive social and behavior change among individuals and communities.

Job Description

Total Family Health Organisation (TFHO), now invites qualified Consultants with proven ability to submit proposals for providing HR Consultancy as per below.

TFHO is seeking a reliable Consultants with the capacity to perform these services as specified in the below table.

Interested firms are responsible for ensuring that their proposals are received by TFHO in accordance with the instructions, terms, and conditions described in this RFP.

Failure to adhere with instructions described in this RFP may lead to disqualification

Proposals submitted and questions regarding this Request for Proposals (RFP) shall be ONLY via email to procurement@tfhoghana.org by the date and time specified below.

The award of a contract is subjected to the availability of funds. Issuance of this RFP does not constitute an award or commitment on the part of TFHO to pay for cost incurred in the preparation and submission of proposal.

Objectives

The HR Department, instead of operating in an ad hoc manner needs to streamline some activities of the department. This exercise is to enable HR to create a structured pay grade system as well a talent management structure. It is very important for the organisation to achieve its targets, results and impacts as efficiently and effectively as possible and for this to be done, the review of job descriptions will determine the tasks which make up the job and accountabilities required of the holder of the job for a successful job performance. This exercise is also to retain talent and enable staff to nurture their career aspirations to avoid high employee turnover.

Key Task

  • Review of Ranks & Job Titles to align with Talent Management Strategy
  • Revision of Job Descriptions to reflect current demands of the role
  • Revision of Salary Structure to align with Revised Ranks & Job Titles
  • Recommendation of Benefits & Rewards Incentives to retain and motivate employee.
  • Assess existing revised TFHO Human Resource Manual and propose any modification.

Key Deliverables

  • Review all job roles and titles and make recommendations to align with talent strategy.
  • Redesign job descriptions to reflect current demands of the role
  • Restructure pay scale to reflect changes in job titles, job families, recommended years of experience, determine the low, mid-point and maximum pay scales and propose standard market levels for TFHO,
  • Recommend benefits & rewards incentives to support talent management (ie Annual Merit, Promotion, Salary adjustment)
  • Provide training to the HR team on work done to ensure sustainability.
  • Review existing compensation policy.
  • Proofread and finalise TFHO Human Resource Manual.
  • Present a report on at the end of assignment.

Required Skills or Experience

Bid Currency

  • All bids should be submitted only in Ghana cedis
  • Experience (provide documentary evidence)
  • A minimum of three years in operation prior to the date of proposal submission with an important part of its business being the provision of Consultancy of similar scope of work as described in above.
  • Successfully completed or ongoing at least 3 contracts with similar scope of this project.
  • Please provide documentary evidence of these contracts and the full address, telephone number and email address of two contact persons of these contracts for reference check.

Criteria for Evaluation

  • The selection of a Consultancy firm will be based on best value approach, technical, timeliness, price factors and other parameters so determined by TFHO

Preliminary Qualification:

  • Must be registered Consultancy firm (submit Business Registration Certificates, VAT Certificate, Certificate of Incorporation and Tax Clearance Certificate etc)

Qualification of Entity and Key Personnel – 30 pts

  1. Provide a Company Profile (including mission/vision, capacity, and similar project executed in the past.
  2. CV of key personnel to be on this project.
  3. Client References- Name of Client, Contact details and Contact number(s)

Approach to Providing the Requested Scope of Work – 25 pts

Scope of Work(SOW) responds:

Includes your understanding of the SOW and a detailed project delivery outline and schedule/timeline

Price proposal – 35 pts

Provide total contract sum in Ghana cedis (Lowest evaluated ceiling price will obtain maximum weighted points)

Other Benefits – 15 pts

Innovative and/or creative approaches to providing the services that provide additional efficiencies or increased performance capabilities
