Job Description

Job Summary
The Head of HR & Administration is responsible for leading the development and implementation of human resources strategies, systems, and policies that support SFP’s mission and growth. The role oversees recruitment, onboarding, performance management, staff welfare, organizational culture, legal compliance, and all administrative functions (including asset management, procurement, and facility operations). The ideal candidate is a strategic thinker and hands-on implementer with deep understanding of HR in mission-driven environments.
 
Key Responsibilities and KPIs
1. Strategic Human Resource Planning
  • Develop and execute HR strategies that align with organizational goals.
  • Participate in institutional planning, workforce analysis, and organizational design.
  • Provide HR insights for strategic decisions on expansion, change management, and compliance.
KPI Targets:
  • Updated HR strategy and staffing plan submitted annually
  • HR contribution to organizational performance scorecard
2. Talent Acquisition & Retention
  • Lead end-to-end recruitment: job design, advertising, screening, interviewing, selection, and onboarding.
  • Build talent pipelines for field staff, loan officers, and technical roles.
  • Develop retention strategies that reduce turnover and support career growth.
KPI Targets:
  • Time to hire (≤ 30 days)
  • Retention rate for key roles (≥ 90% annually)
  • New hire onboarding satisfaction score (≥ 85%)
3. Performance Management & Staff Development
  • Roll out performance appraisal systems and KPIs for all staff roles.
  • Coordinate regular staff reviews, promotions, and development plans.
  • Organize training, coaching, and leadership development programs.
KPI Targets:
  • Completion of quarterly and annual performance reviews (100%)
  • Training hours per staff per quarter (≥ 10 hours)
  • % of staff achieving performance targets (≥ 85%)
4. Employee Relations & Organizational Culture
  • Promote a values-based, inclusive, and high-performance work culture.
  • Serve as the point of contact for staff grievances, conflict resolution, and disciplinary actions.
  • Support staff wellbeing initiatives and team-building events.
KPI Targets:
  • Staff satisfaction score from annual survey (≥ 80%)
  • % of grievances resolved within 2 weeks
  • Disciplinary case closure rate (100% within 30 days)
5. HR Policy & Regulatory Compliance
  • Develop and update HR policies in compliance with Ghana Labour Law, BoG requirements, and microfinance best practices.
  • Maintain accurate records of contracts, leave, salaries, and benefits.
  • Liaise with external agencies for audits, inspections, and staff legal matters.
KPI Targets:
  • % policy compliance in internal and external audits (≥ 95%)
  • Timely reporting of HR statutory obligations (SSNIT, PAYE, Tier 2)
6. Administrative Management
  • Oversee procurement, asset management, office supplies, and facility maintenance.
  • Maintain organizational records, logistics, travel, and insurance protocols.
  • Coordinate administrative support for events, meetings, and field operations.
KPI Targets:
  • Asset register and inventory accuracy (100%)
  • Procurement cycle time (≤ 7 days for routine purchases)
  • Office maintenance issue resolution (≤ 3 days)

Required Skills or Experience

Qualifications & Experience
  • Bachelor’s degree in Human Resource Management, Business Administration, Law, or related field. A Master’s degree or HR certification (e.g., CIPD, SHRM) is an advantage.
  • Minimum of 7 years’ HR experience, with at least 3 years in a managerial or strategic HR role.
  • Prior experience in microfinance, banking, or mission-based institutions is highly preferred.
Skills & Competencies
  • Strong knowledge of Ghana Labour Law and HR best practices
  • Excellent leadership, people management, and team development skills
  • Strategic thinking with hands-on ability to execute operations
  • Strong interpersonal, communication, and conflict resolution abilities
  • Highly organized with strong attention to detail and confidentiality
  • Proficient in HR software and Microsoft Office Suite
