Catholic Relief Services (CRS) Ghana is seeking quotations for the supply and delivery of hospital equipment to support healthcare operations in North East Region. Please refer to Annex 1 for CRS’s technical specifications, delivery and quantity requirements.

Termination: 

Either party may terminate this contract for cause, in whole or part upon three (3) days’ notice, in writing to the other party.

Quote Validity Period

Quotation should remain valid and upon acceptance for a period of at least Sixty (60) days from the closing date 

Evaluation Criteria

The evaluation process will be conducted in two stages:

Stage 1 – Administrative Compliance

All submitted quotations will first be reviewed to ensure compliance with the administrative requirements outlined in the solicitation documents. Submissions that do not meet the administrative criteria will be disqualified at this stage and will not proceed to technical evaluation.

Stage 2 – Technical Evaluation

Quotations that pass Stage 1 will be evaluated based on the following criteria:

  1. Adherence to Technical Specifications: Quotations must fully comply with the technical specifications provided for each item.
  2. Best Value Assessment: Quotations will be assessed to determine the lowest-priced, technically acceptable offer that also meets the delivery schedule requirements of Catholic Relief Services.

Purchaser’s Right to Vary Requirements at Time of Award: 

CRS reserves the right at the time of making the award of contract to increase or decrease by up to 50 % the quantity of goods specified in the Request for Quotation without any change in unit price or other terms and conditions.

Eligibility:

Offerors must not be associated or have been associated in the past directly or indirectly with a firm or any of its affiliates which have been engaged by CRS to provide services for the preparation of the specifications and other documents to be used for the procurement of the goods under this request for quotation.

Offerors shall not be eligible to submit an offer and to be awarded a contract when, at the time of quotation submission

Offerors are already suspended by CRS or by United Nations, the World Bank or other public international entities

Offerors name are associated with terrorism and appear in the list that the European Union, the U.S. Government and the United Nations Security Council have published identifying individuals and organizations considered to be associated with terrorism. 

Furthermore, as a condition to doing business with CRS, the supplier, their subsidiaries, agents, intermediaries and principals must cooperate with the CRS or its agent in the conduct of evaluation, review, audit, inspection, assurance validation, counter-fraud activities, investigations or other action.

Failure to fully cooperate with investigations will be considered sufficient grounds to allow CRS to repudiate and terminate the contract, and to include the supplier on CRS list of suspended suppliers.

CODE OF CONDUCT FOR SUPPLIERS OF GOODS AND SERVICES

CRS is committed to the principles of responsible sourcing, and we expect our suppliers and service providers to fully comply with contractual obligations to include CRS's terms and conditions, relevant/otherwise applicable local laws and to adhere to internationally recognized environmental, social, and corporate governance standards. We also expect our suppliers to apply these standards to their suppliers and subcontractors as inspired by the United Nations Global Compact Initiative, the United Nations Guiding Principles and Human Rights, the ILO Declaration on Fundamental Principles and Rights at Work, the Code of Conduct of the Better Business Initiative (ETI), and the  Applicable CRS policies, procedures and standards.

  • Respect freedom of association and the right to collective bargaining in accordance with applicable laws.
  • Ensure that wages and hours of work comply with national legal standards Governance
  • Comply with all applicable national and international trade laws and regulations, including but not limited to antitrust laws, trade regulations and sanctions regimes.

  • Prohibit all types of bribery, corruption, money laundering and terrorist financing.

  • Implement data protection and management standards regarding the collection, backup, cleansing and disposal of data. The owner of the data must be aware of the terms and conditions of data sharing and must give consent in accordance with CRS's Responsible Data Values and Principles.
  • Implement appropriate compliance management policies and procedures that facilitate compliance with applicable laws, regulations, and standards.

  • Comply with all applicable environmental, health and safety regulations.
  • Promote the development, manufacture, transportation, use and safe and environmentally friendly disposal of your products. 
  • Ensure, using appropriate management policies and procedures, that product quality and safety meet applicable requirements
  • Protect the lives and health of your employees and those around you, as well as the general public, from the dangers inherent in processes and products.
  • Efficient use of resources, apply energy-efficient and environmentally friendly technologies and reduce waste and emissions to air, water, and soil.

CRS reserves the right to conduct audits or due diligence to ensure your compliance and will take reasonable steps to investigate or otherwise take appropriate steps to address concerns. CRS reserves the right to terminate any relationship for non-compliance with the requirements mentioned above.
