The Ghana Anti-corruption Coalition is a cross-sectoral grouping of public, private and civil society organizations with the sole aim of building a national effort to confront the problem of corruption and devise effective control measures.

GACC seeks to reduce poverty by co-ordinating anti- corruption activities in Ghana through collaboration with its members and other key stakeholders and with of vision of a Ghana free from corruption where honesty, transparency, accountability and integrity are upheld.

The Coalition focuses on research and monitoring of anti-corruption legal environment as well as providing anti-corruption assessment to feed into policy documents. GACC also promotes citizen’s education on transparency and accountability issues, advocate on relevant issues that seek to enhance good governance.

Job Description

TERMS OF REFERENCE FOR THE RECRUITMENT OF A CONSULTANT
 
Background
The Ghana Centre for Democratic Development (CDD-Ghana)-led Coalition (CDD Coalition) comprising the Ghana Anti-Corruption Coalition and Transparency International Ghana are implementing a project titled “Strengthening Accountability, Rule of Law and Institutional Responsiveness in Ghana”. The main aim of the project is to contribute to the watchdog role of CSOs to advocate and promote reforms on accountability and the rule of law in Ghana. As part of the project, the CDD Coalition is recruiting a consultant to undertake a corruption gap assessment of current public ethics legislation (including asset and liability declaration, conflict of interest) and campaign financing regulations.
 
Terms of Reference 
The Consultant shall perform the following as part of the gap assessment:
Desk review 
  • Review all relevant documents, including existing laws, policies, reports, and previous assessments related to asset declaration, conflict of interest, and campaign financing regulations, among others.
Stakeholder Consultation
  • Engage with key stakeholders, including government officials, civil society organisations (CSOs), anti-corruption bodies, academia, political parties and electoral management bodies, to gather insights and opinions on the effectiveness of current regulations.
Regulatory Analysis
  • Critically examine the existing legal frameworks for public ethics, including asset declaration, conflict of interest and campaign financing, to identify gaps and areas that require reform.
Comparative Analysis
  • Conduct a benchmarking exercise to compare the national frameworks with regional and global best practices in public ethics and campaign financing.
Drafting of Recommendations
  • Develop a report highlighting identified gaps and propose reforms that will enhance transparency, accountability and enforcement in the regulatory frameworks.
The deliverables for this assignment are:
  • Inception Report:  A detailed report outlining the methodology, work plan and timelines for the assessment.
  • Draft Assessment Report: A comprehensive report identifying gaps in public ethics and campaign financing regulations, including stakeholder inputs and comparative analysis with international standards.
  • Present the Report for Validation to the stakeholders convened by the CDD coalition for inputs to be incorporated into the final report.
  • Final Assessment Report: Submit the final report incorporating feedback from the CDD Coalition and stakeholders, with clear and actionable recommendations for reform.
  • Presentation of Findings: A presentation summarising key findings and recommendations to stakeholders.

Required Skills or Experience

Qualifications, Experience and Competence
  • An Advanced Degree in Law, Public Policy, Political Science, or related fields.
  • A minimum of 8 years of experience in anti-corruption, governance, public policy analysis, or related fields.
  • Proven experience in conducting academic and social research and analysis on politico-social issues, especially in good governance and transparency 
  • Familiarity with international best practices in anti-corruption regulations, public ethics and campaign financing.
  • Strong analytical, writing and communication skills. Ability to engage with diverse stakeholders and synthesise complex information into clear recommendations.
  • Excellent writing and presentation skills, with experience in drafting policy papers or research reports.
  • Prior experience in presenting at national or international conferences or forums is an advantage.
Duration of Assignment
  • The assignment is expected to take 30 days starting from the signing of the contract.
