Together, we develop solutions in education, economic opportunities, and empowerment to overcome inequality and exclusion for youth around the world, particularly young women and young refugees. WUSC currently works in 25 countries across Africa, Asia, the Middle East, and Latin America, with an annual budget of approximately CAD $40 million. We have over 90 staff in our Ottawa office, and over 200 people overseas implementing 16 development projects in collaboration with donors such as Global Affairs Canada, the UK Department for International Development (DFID), the World Bank, the Asian Development Bank, Mastercard Foundation and the African Development Bank. Job Description EXPRESSION OF INTEREST (EOI) FOR SELECTION AS TRAINING SERVICE PROVIDER (TSP) Background
The ACTIVATE Project, implemented by World University Service of Canada (WUSC) in partnership with the Mastercard Foundation, aims to improve employment outcomes for youth, particularly women and persons with disabilities in Ghana’s agriculture and agribusiness sectors. The five-year initiative strengthens Agricultural Technical and Vocational Education and Training (ATVET) by supporting quality, inclusive, and market-relevant skills development.
As part of this effort, ACTIVATE invites qualified ATVET institutions, private training providers, and technical institutes to express interest in becoming Training Service Providers (TSPs) to deliver Competency-Based Training (CBT) and non-CBT short skill-based courses. These programs will focus on enhancing employability, productivity, entrepreneurship, and long-term sustainability through practical, inclusive, and affordable training solutions.
Objective of the Expression of Interest (EOI)
The purpose of this Expression of Interest is to identify and assess suitable institutions for potential partnership in delivering ACTIVATE Project-supported training. Selected institutions will be further assessed using the ACTIVATE Institutional Assessment Tool and may be contracted to deliver approved training programs.

Eligible institutions will be shortlisted and invited to undergo a detailed Institutional Assessment using the ACTIVATE Project’s TSP Evaluation Tool, which scores readiness based on key criteria such as governance, infrastructure, staffing, curriculum, partnerships, and sustainability.
Institutions scoring 70% or above will be considered for onboarding as TSPs under the project.
