Scope of Work Title: Creation of On-Site Drop-In Care Center with Library Within ECG - Ashanti Regions Office Location 1.0 Background The Electricity Company of Ghana (ECG) is a limited liability company wholly owned by the Government of Ghana. The Company is responsible for the distribution of electricity in the southern part of Ghana, and currently serves over 3.8 million customers. In the current work environment at ECG, women feel discouraged from aspiring to higher positions, and some are forced to resign as they still carry the main responsibility of childcare, especially with children from 0 - 11 years of age. Additionally, during the Covid-19 pandemic many parents and new mothers returning to work from maternity leave would bring their children and babies to work due to their caregivers not being available. This often became a distraction to parents and co-workers alike as they could not concentrate, which sometimes resulted in mothers often being absent from work in order to address childcare concerns. The Electricity Company of Ghana (ECG) intends to establish an On-Site Drop-In Care Center at their Ashanti Regional office location to help remedy this. The establishment of an On-site Drop-in Care Centre will enable both male and female parents to bring their children to work when the need arises, enabling them to proceed with their work undistracted and thereby ensuring that good productivity levels are maintained. The facility will also serve to increase the involvement of men in co-parenting, complementing the recent introduction of paternity leave. 2.0 Objective/Purpose of the SOW The purpose of this scope of work (SOW) is to hire a firm over a period of 9 months who will carry out the design, installation, set up and handover an On-Site Drop-in Care Center in ECG Ashanti Regional office location. High quality childcare keeps children safe and healthy, helps children develop skills they will need for success in school and in their lives outside of school, and the ability of ECG to assist in the provision of such care when needed will create a better working environment for staff throughout the organization. An Employer-provided on-site drop-in care center can help reduce the burden working parents face when trying to find quality care. While the On-Site Drop-In Care Center will serve both the male and female staff in the organization; it will particularly help female staff who are still traditionally the primary caregiver for children in Ghana and in Africa as a whole. The On-Site Drop-in Care center will serve the approximately 25% of women who are at a reproductive age comprising the ECG workforce; this proportion is expected to increase to 40% through ECG’s recent Gender and Social Inclusion policy (GSI) in the company’s efforts to increase the representation of female staff in the organization. This work will repurpose an existing facility and no breaking of ground nor any structural updates are required or authorized for this activity. Costs of labor and items needed for are listed in the attached Bill of Quantities (BoQ) DESIGN PHASE The prospective firm will be expected to rework the floor plan and layout of the identified office space, converting the existing space into 5 separate spaces, which will be used for: (1) breastfeeding, (2) an activity room, (3) play center and care environment for preschoolers of 1 - 5 years, (4) library and after school and holiday care for primary school children of 6 - 11 years, and (5) a sick bay and kitchen to serve the whole facility (see Attachment E with sample room dimension and sample layout). The proposed design should take into account the requested services and furnishings specified under Attachment B. Bill of Quantity required for the On-Site Drop-in Care center. Implementation Phase: After a design is agreed upon the prospective firm will:
