Job Description

World University Service of Canada (WUSC) is a leading Canadian international development organization focusing on three programmatic areas: Economic Opportunities, Education, and Empowerment. Our vision is a better world for all young people. It is a more inclusive, equitable, and sustainable world in which all young people, especially women and refugees, are empowered to secure a good quality of life for themselves, their families, and their communities.

In April 2020, Global Affairs Canada (GAC) awarded WUSC an $8.5 million grant to deliver the Innovation in Non-traditional Vocational Education and Skills Training (INVEST) project for women in Ghana. The objective of this 5-year (2020-2025) collaborative project is to build sustainable pathways to enhance economic empowerment, well-being, and inclusive growth for 5,000 urban women living in poverty, especially youth (15-35 years) in Accra, Kumasi, and Sekondi-Takoradi.

With an ultimate goal to enhance economic empowerment, well-being, and inclusive economic growth for women in Accra, Kumasi, and Sekondi-Takoradi, the INVEST project will test and scale innovative, sustainable models to enhance economic empowerment, well-being, and inclusive economic growth by improving the enabling environment, reducing gender-specific barriers to women's economic participation, and enhancing access to decent work for marginalized women in high-growth, non-traditional sectors. Using an inclusive market systems (IMS) approach, the project will INVEST in women, institutions, and the labor market system of high-growth sectors (automotive,welding and fabrication, ICT, heavy-duty operations, and electrical and solar installation) to achieve transformative change that is sustainable and scalable. A wide array of stakeholders on both the supply and demand sides of the labor market will be engaged throughout the project cycle. This integrated, holistic approach will contribute to reducing the multiple dimensions of poverty experienced by young urban women living in poverty. Key aspects include: supporting women's full participation in economic decision-making and leadership; promoting women's equal access to finance; improving technical and vocational education and training (TVET) for women; motivating industry to hire, retain, and promote women; and improving the ability of women to participate and exercise their rights in the workforce.

SCOPE OF WORK
WUSC is seeking qualified consulting firms or a small team of consultants to support the organization conduct an end-line evaluation for the INVEST project. This summative study is aimed at assessing the extent to which the project has progressed towards, met, or exceeded established indicator targets as laid out in the project’s performance measurement framework and GESI strategy, as well as measuring and documenting development results and ecosystem changes that have occurred over the project timeframe and INVEST’s contribution to these from an inclusive system perspective. The estimated duration is 34.5 working days and will be carried out in the three project cities of Accra, Kumasi, and Sekondi-Takoradi.

WUSC shall only issue contracts to firms or individuals provided they are legally registered with the permit to work in the country recognized under the laws of Ghana and follow all applicable civil, fiscal, and other applicable regulations.
